«Փաստ» օրաթերթը գրում է.

Տարածքային կառավարման և ենթակառուցվածքների նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել Ջրային օրենսգրքում և «Ջրի ազգային ծրագրի մասին» օրենքում: «ՀՀ Ջրային օրենսգրքում փոփոխություն կատարելու մասին» նախագծի ընդունումը պայմանավորված է գետերի վարարումների հետևանքով հեղեղումները կանխելու, ոռոգելի աղակալված հողերի լվացման և ոռոգելի հողերին խոնավալիցք հաղորդելու նպատակով ջրերը ջրօգտագործողներին անհատույց մատակարարելու գործընթացի կարգավորումը կառավարության լիազորության շրջանակներին վերապահմամբ:

Գարնանը գետերի վարարումների ժամանակ անհրաժեշտություն է առաջանում կանխարգելիչ միջոցառումների իրականացման, որոնցից հիմնականը ջրամբարներում և այլ հիդրոտեխնիկական կառուցվածքներում կուտակված ջրային ռեսուրսների լիցքաթափումն է, նշված գործընթացը հիմնականում համընկնում է ոռոգելի աղակալված հողերի լվացման և ոռոգելի հողերին խոնավալիցք հաղորդելու ժամանակաշրջանին։ Սակավաջրությամբ և ստորերկրյա ջրային ռեսուրսների վրա կլիմայի փոփոխության ազդեցությամբ պայմանավորված՝ դիտվում է ջրային ռեսուրսի հավասարակշռված էկոլոգիական վիճակի խախտում և հաճախ առաջանում է մակերևութային ջրային ռեսուրսների նվազում, որը կարող է հանգեցնել ջրային ռեսուրսի հյուծմանը։

Դրանով պայմանավորված տեխնիկական հնարավորությունների դեպքում անհրաժեշտություն է առաջանում բավարար ջրային ռեսուրս ունեցող գետավազանից կամ ջրավազանից ջրալրում կատարել և ջուրը տեղափոխել մեկ այլ տարածք։ Օրինակ՝ նշված գործընթացը հնարավոր է իրականացնել ոռոգման ժամանակաշրջանից դուրս ջրալրում կատարելով, առանց ջրօգտագործողներին ջուր մատակարարելու։ Առաջարկվում է նման դեպքերում կառավարությանը լիազորել կայացնելու որոշում՝ առանց ջրօգտագործման թույլտվության առկայության, գործընթացը ջրային ռեսուրսների կառավարման և պահպանության մարմնի հետ համաձայնեցնելով, քանի որ նման իրավիճակում պահանջվում է հրատապ որոշումների կայացում և սահմանված ժամկետների առումով հնարավոր չէ պահպանել ջրօգտագործման թույլտվություն ստանալու ընթացակարգը։

Յուրաքանչյուր տարի, շրջակա միջավայրի նախարարության «Հիդրոօդերևութաբանության և մոնիթորինգի կենտրոն» ՊՈԱԿ-ի տվյալների համաձայն, գետերի ջրհավաք ավազաններում բավարար ձնաշերտի առկայության, գարնանային ինտենսիվ տեղումների և վարարումների հավանականության դեպքում հնարավորություն կստեղծվի կառավարության որոշմամբ ջրօգտագործողների՝ 85 հազար հեկտար հողատարածքներին, որից շուրջ 45 հազար հեկտարը՝ Արարատի և Արմավիրի մարզերում, ոռոգման ջուր մատակարարել անհատույց:
