«ՀՀ կառավարության պաշտոնական կանխատեսումներով, ՀՀ պետական պարտքը 2015 թվականի վերջին կկազմի 4.9 միլիարդ դոլար: Պրանով պետական պարտքը կկազմի մեր համախառն ներքին արդյունքի շուրջ 45 տոկոսը: Իրականում, սակայն, պատկերը այլ կլինի:
Քանի որ ՀՆԱ-ի աճը խիստ կասկածելի է, սպասվում է, որ գործնականում՝ մինչև տարեվերջ ՀՀ պետական պարտքը կկազմի ՀՆԱ-ի 55-57 տոկոսը։ Բայց սա էլ չի արտահայտի իրականությունը: Խնդիրն այն է, որ ՀՀ պետական պարտքի մեջ ներառված չեն գումարներ, որոնք տրամաբանորեն պետք է ներառվեին: Մասնավորապես կառավարության երաշխիքներով բանկերը հսկայական ծավալների վարկեր են տրամադրել տարբեր կազմակերպությունների: Օրինակ՝ Երևանի ՋԷԿ-ը կառավարության «խնդրանքով» մոտ 50 միլիոն դոլար վարկ է վերցրել բանկերից և տվել «Նաիրիտի» աշխատակիցների աշխատավարձի պարտքը մարելու համար: Այդ գումարը ոչ մի տեղ արտացոլված չէ որպես պարտք, սակայն վաղ թե ուշ՝ դա պետք է մարվի, ընդ որում տոկոսներով հանդերձ, ու պետք է մարի կառավարությունը: Այսինքն դա ոչ այլ ինչ է, եթե ոչ պետական պարտք: Թե որքա՞ն է կառավարության երաշխիքներով վարկերի ընդհանուր ծավալը՝ որևէ տեղ արտացոլված չէ: Ուստի կարելի է համոզված պնդել, որ մեր պետական պարտքը իրականում շատ ավելի մեծ է, քան հրապարակվում է պաշտոնապես: Եվ չի կարելի բացառել, որ մեր պետական պարտքը իրականում արդեն հատել է ՀՆԱ-ի 60 տոկոսը, որը մեր օրենսդրությամբ սահմանված պետական պարտքի առավելագույն չափն է։ Այլ կերպ ասած պետք է ուշադիր հետևենք, թե ինչ է կատարվում այս օրերին Հունաստանում: Մի քանի տարի անց այդ նույնը կարող է կրկնվել այստեղ»,–գրում է թերթը։
