Բարձրաստիճան պաշտոնյայի կողմից պաշտոնեական անփութության հետևանքով Գեղամավան համայնքին պատճառվել է 2․790․000 դրամի վնաս

ՀՀ քննչական կոմիտեի Գեղարքունիքի մարզային քննչական վարչությունում քննվող քրեական վարույթի շրջանակներում իրականացված քննչական և վարութային գործողությունների արդյունքում փաստական տվյալներ են ձեռք բերվել այն մասին, որ 2016թ․ դեկտեմբերից մինչև 2020թ․ ապրիլն ընկած ժամանակահատվածում Գեղարքունիքի մարզի Գեղամավանի համայնքապետարանի բարձրաստիճան պաշտոն զբաղեցնող անձը, օժտված լինելով կազմակերպական-տնօրինչական, վարչատնտեսական գործառույթներով, ծառայության նկատմամբ անբարեխիղճ և անփույթ վերաբերմունքի հետևանքով պաշտոնավարման ընթացքում իր լիազորությունները պատշաճ չի կատարել, որի հետևանքով համայնքին անզգուշությամբ պատճառվել է 2․790․000 դրամ գույքային վնաս։
ՔԿ-ից NEWS.am-ին հայտնում են, որ մասնավորապես պարզվել է, որ 2010թ․ օգոստոսի 31-ին համայնքապետարանի և քաղաքացու միջև կնքված վարձակալության պայմանագրով նույն համայնքի վարչական տարածքում գտնվող 0,02 հա հողամասը 3.000 ՀՀ դրամ վարձավճարի դիմաց, գյուղատնտեսական գործունեությամբ զբաղվելու նպատակով, 25 տարի ժամկետով վարձակալության է հանձնվել հիշյալ քաղաքացուն: Սեպտեմբերի 22-ին վերջինս հեռահաղորդակցման ծառայություններ մատուցող ընկերության հետ կնքել է նույն հողամասի ենթավարձակալության պայմանագիր՝ տարեկան 840.000 ՀՀ դրամ վարձավճարի դիմաց՝ 10 տարի ժամկետով նշված հողամասը ենթավարձակալության հանձնելով հիշյալ ընկերությանը, որի կողմից վարձակալված հողատարածքում տեղադրվել է կապի ենթակառուցվածքի օբյեկտ հանդիսացող կայան:
Մինչդեռ նշված պաշտոնատար անձը վարձակալության պայմանագրով քաղաքացու կողմից վարձակալված 0,02 հա հողամասը ոչ նպատակային օգտագործելու պայմաններում, միջոցներ չի ձեռնարկել վերոնշյալ վարձակալության պայմանագիրը, հողամասի ոչ նպատակային օգտագործումը դադարեցնելու ուղղությամբ, որն անզգուշությամբ էական վնաս է պատճառել համայնքի իրավունքներին ու օրինական շահերին՝ 2․790․000 ՀՀ դրամ գումարը չի մուտքագրվել համայնքի բյուջե։
Ձեռք բերված բավարար փաստերի հիման վրա Գեղամավանի համայնքապետարանի բարձրաստիճան պաշտոն զբաղեցնող անձին մեղադրանք է ներկայացվել՝ ՀՀ նախկին քրեական օրենսգրքի 315-րդ հոդվածի 1-ին մասով։
Նախաքննությունն ավարտվել է, և քրեական վարույթի նյութերը, մեղադրական եզրակացությամբ, ուղարկվել են հսկող դատախազին՝ հաստատելու և դատարան ուղարկելու համար։
