«Փաստ» օրաթերթը գրում է.
Շրջակա միջավայրի նախարարությունն առաջարկում է լրացումներ և փոփոխություններ կատարել «Առևտրի և ծառայությունների մասին» և «Շուկայի վերահսկողության մասին» օրենքներում և Վարչական իրավախախտումների վերաբերյալ օրենսգրքում: Նշվում է, որ նախագծերը մշակվել են մեկանգամյա օգտագործման պլաստիկ արտադրանքի գործածության ծավալների կրճատմանն ուղղված գործընթացի շարունակականության ապահովման նպատակով։
Այսպես՝ առաջարկվում է «Առևտրի և ծառայությունների մասին» օրենքի 9-րդ հոդվածի 2.1-րդ մասով սահմանված մանրածախ առևտուր իրականացնելիս պոլիէթիլենային պարկերի և տոպրակների օտարման արգելքը տարածել նաև թաղանթի 50 միկրոնից ավելի հաստություն ունեցող պոլիէթիլենային պարկերի և տոպրակների վրա (բացառությամբ կշռափաթեթավորման համար օգտագործվող պարկերի ու ոչ պարենային ապրանքների ու աղբի համար նախատեսված՝ երկրորդային հումքից արտադրված պարկերի և տոպրակների), ինչպես նաև պլաստիկից կամ փրփրապլաստից պատրաստված մեկանգամյա օգտագործման սպասքի, տարաների օտարման վրա, միաժամանակ արգելելով մանրածախ առևտրի իրականացման վայրերում դրանց առկայությունը:
Մեկանգամյա օգտագործման պլաստիկ արտադրանքի թիրախային խմբի առկայության կամ օտարման արգել քի ուժի մեջ մտնելը կիրականացվի փուլային տարբերակով՝ դրանց արտադրությամբ զբաղվող կազմակերպությունների շրջանառության և հասույթի կտրուկ նվազումը կանխարգելելու, ինչպես նաև արտադրությունները վերապրոֆիլավորելու և արդիականացնելու նպատակով աշխատանքների իրականացման հնարավորինս արդյունավետ կազմակերպմանը չխոչընդոտելու նպատակով։
Նշված պոլիէթիլենային պարկերի ու տոպրակների՝ անկախ թաղանթի հաստությունից, առկայության կամ օտարման արգելք սահմանող դրույթը նախատեսվում է կիրարկել 2024 թ.-ի հուլիսի 1-ից, պլաստիկից կամ փրփրապլաստից պատրաստված մեկանգամյա օգտագործման սպասքի առկայության կամ օտարման արգելք սահմանող դրույթը՝ 2025 թ.-ի հունվարի 1-ից, պլաստիկից կամ փրփրապլաստից պատրաստված մեկանգամյա օգտագործման տարաների (բացառությամբ կշռափաթեթավորման համար օգտագործվողների) առկայության կամ օտարման արգելք սահմանող դրույթը՝ 2026 թ.-ի հունվարի 1-ից։
