Քաղաքական մենաշնորհը հասարակության կազմակերպման քաղաքական իշխանության ձև է, որի կիրառման ժամանակ ամբողջ կառավարումը պատկանում է մեկ քաղաքական սուբյեկտի: Իշխանության մենաշնորհ լինելու դեպքում այն կարող է կապված լինել մեկ անձի հետ և այդ անհատն անընդհատ կընկալվի որպես իշխանություն: Նման ֆենոմեն-մոնոպոլ իշխանությունները, որպես կանոն, բնորոշ են արևելյան դեսպոտություններին, անտիկ բռնակալներին, ֆեոդալիզմի ժամանակահատվածում գործող բացարձակ միապետություններին, 20-րդ դարի տոտալիտարիզմին և գրեթե բոլոր կայսրություններին:
Երբ իշխանությունը պատկանում է մի խումբ մարդկանց, ովքեր հասարակության այլ խմբերի հետ ունեն հակադիր շահեր և նպատակներ, իշխանական համակարգը դառնում է օլիգոպոլ և կորպորոտիվ:
Եթե իշխանության հիմքում ընկած է, ավելին` գերակա է տնտեսական դասակարգումը, ապա գործ ունենք դասային հարաբերությունների հետ: Երբ իշխանությունն իրականացվում է բնակչության մեծամասնության շահերին համապատասխան՝ հաշվի է առնվում հասարակության մեծ հատվածի կարծիքը, ապա նման գաղափարներն ու հայացքները բխում են եվրոպական հումանիզմի և քաղաքացիական հասարակությունների տեսություններից, որոնք մոնոպոլիզմի նպատակներում բնավ չկան:
Իշխանության մենաշնորհումն արտահայտվում է նրանով, որ կոնկրետ քաղաքական սուբյեկտն ինքնուրույն իրականացնում է իշխանությանը բնորոշ բոլոր ֆունկցիաները՝ և՛ օրենսդրությունը, և՛ գործադիր մարմնի ղեկավարումը, և՛ դատական համակարգն ու արդարադատությունը: Քաղաքական համակարգի մնացած բոլոր սուբյեկտները տվյալ պարագայում հանդիսանում են նրա ենթականերն ու ծառաները: Նման քաղաքականության կարգախոսն է. «Կցանկանամ կդատապարտեմ, կցանկանամ ներում կշնորհեմ, կցանկանակ կպարգևատրեմ»:
Ավանդական մշակույթներում (Հին Արևելք, Ասիայի և Աֆրիկայի նահապետական համակարգերը, իսլամական երկրները) իշխանության մենաշնորհը հանդիսանում է կառավարման բնական ձև, որը հիմնված է այսպես կոչված հասարակական հարաբերություններով: Արևմտյան մշակույթներում մոնոպոլիան պատմական սահմանափակ դերակատարություն է ունեցել, օրինակ՝ ֆեոդալիզմի ժամանակ:
