Ժնևում անցկացվող Միջխորհրդարանական միության 148-րդ վեհաժողովի շրջանակում ԱԺ «Հայաստան» խմբակցության պատգամավոր Լևոն Քոչարյանը հանդես է եկել ելույթով, որում մասնավորապես նշել է. «Հարգելի՛ գործընկերներ,
Վեց ամիս է անցել այն օրվանից, երբ Ադրբեջանի զինված ուժերը հարձակվել են Լեռնային Ղարաբաղի վրա և գրավել այն: 2023 թվականի սեպտեմբերի 19-ին, շուրջ 10 ամիս տևած շրջափակումից հետո, որը հանգեցրեց զանգվածային սովի, զրկանքների, հիվանդությունների և մահվան, ավելի քան 120․000 հայեր՝ գրեթե ողջ բնակչությունը, որը կանգնած էր ոչնչացման վտանգի առջև, ստիպված եղան լքել իրենց հայրենիքը ընդամենը մի քանի օրվա ընթացքում:
Իմ ծննդավայրում տեղի ունեցող իրադարձություններին մեծ անհանգստությամբ ու ցավով էի հետևում Հայաստանից և վերապրեցի 1990-ականների սկզբին ադրբեջանական օդային ռմբակոծություններից օրերով ու շաբաթներով ապաստանում անցկացրած իմ մանկության հիշողությունները:
Լեռնային Ղարաբաղի ժողովուրդը հնագույն և խորը կապ ունի իր հայրենիքի հետ, որի պատմական վկայությունները սկիզբ են առնում դարերի խորքից: Սերունդներն ապրել, աշխատել և կառուցել են իրենց կյանքը այս տարածաշրջանում՝ ստեղծելով հարուստ մշակութային ժառանգություն, որը նրանց կապում է այս հողին:
Չնայած դժվարություններին՝ Լեռնային Ղարաբաղի ժողովուրդը շարունակում է անսասան մնալ հայրենիք վերադառնալու, իր քաղաքական ապագան որոշելու և սեփական ժողովրդավարական ինքնակառավարումն իրականացնելու ձգտումներում:
Քաղաքացիական և քաղաքական իրավունքների միջազգային դաշնագրի համաձայն՝ Լեռնային Ղարաբաղի հայերը բացարձակ իրավունք ունեն վերադառնալ իրենց հայրենիք: ՄԱԿ-ի Միջազգային դատարանը անցյալ տարվա նոյեմբերի 17-ին վճռել էր, որ Ադրբեջանը պետք է ապահովի Լեռնային Ղարաբաղի հայերի «անվտանգ, անարգել և առանց խոչընդոտների վերադարձը»: Մարտի 12-ին Եվրախորհրդարանը բանաձև է ընդունել՝ կոչ անելով Ադրբեջանին «անկեղծորեն գնալ համապարփակ և թափանցիկ երկխոսության Ղարաբաղի հայերի հետ՝ ապահովելու նրանց իրավունքների հարգանքը և երաշխավորելու նրանց անվտանգությունը, ներառյալ՝ իրենց տները վերադառնալու և այնտեղ ապրելու իրավունքը արժանապատիվ և անվտանգ պայմաններում»:
Տարածաշրջանում հարատև խաղաղության հասնելը հնարավոր չէ, երբ Լեռնային Ղարաբաղի ժողովուրդը բռնի տեղահանված է իր հայրենիքից, իսկ Հայաստանին հարկադրում են «խաղաղություն» հասկացությունը:
Միջազգային պաշտպանության և երաշխիքների ներքո Լեռնային Ղարաբաղի ժողովրդի հայրենիք վերադարձին նպաստելը կարևոր նշանակություն ունի տարածաշրջանում կայուն և հարատև խաղաղության խթանման համար, և այդ հասկացությունը պետք է ներառվի Հայաստանի և Ադրբեջանի միջև խաղաղության պայմանագրի մեջ:
Իսկապես, վերադարձի իրավունքի ճանաչումն ու պաշտպանությունը ոչ միայն արդարության և մարդու իրավունքների խնդիր է, այլև կարևոր նշանակություն ունի տարածաշրջանում խաղաղության, կայունության և հաշտեցման առաջխաղացման համար:
Միջազգային հանրությունը պարտավոր է համաձայնեցված ջանքեր գործադրել միջազգային իրավունքի սկզբունքների պահպանման և հակամարտությունից տուժած բոլոր անձանց արժանապատվության և իրավունքների ապահովման ուղղությամբ։
