«Փաստ» օրաթերթը գրում է.
Շրջակա միջավայրի նախարարության՝ հանրային քննարկման ներկայացրած կառավարության որոշման նախագծի հիմնական նպատակն է Ակունք խոշորացված համայնքի ավագանու որոշմամբ ընդունված փաթեթի հիման վրա՝ «Հատիս հրաբուխ» երկրաբանական հուշարձանի անձնագիրը հաստատելու մասին շրջակա միջավայրի նախարարի հրամանի նախագծի մշակման և հաստատման հետ մեկտեղ իրականացնել Ակունք խոշորացված համայնքի ավագանու որոշմամբ հաստատված՝ համայնքային սեփականություն հանդիսացող ընդհանուր՝ 144,7 հեկտար հողերի նվիրատվության ընդունման, այդ հողերի անժամկետ և անհատույց օգտագործման իրավունքով տրամադրման, հողերի նպատակային և գործառնական նշանակության փոխադրման գործընթացների իրականացումը:
Կառավարության 2008 թ.-ի օգոստոսի 14-ի № 967-Ն որոշմամբ հաստատվել է 233 բնության հուշարձանների ցանկը, որտեղ ընդգրկվել են հազվագյուտ, եզակի, բացառիկ կամ տիպիկ, գիտական, հնէաբանական, էկոլոգիական, գեղագիտական և պատմամշակութային հատուկ արժեք ներկայացնող բնական գոյացություններ և բնապատմական համալիրներ: Այս երկրաբանական գոյացություններին բնության հուշարձանի կարգավիճակ տալու նպատակը բնական, անխաթար վիճակով պահպանումն է և դրանց շուրջ զբոսաշրջիկների և այցելուների սպասարկման ծառայությունների կազմակերպումը:
Համաձայն «Բնության հատուկ պահպանվող տարածքների մասին» օրենքի 19-րդ հոդվածի 2-րդ մասի՝ բնության հուշարձանների պահպանության ռեժիմը սահմանվում է յուրաքանչյուր բնության հուշարձանի համար կազմված անձնագրով: «Հատիս հրաբուխ» բնության երկրաբանական հուշարձանը դեռևս չունի շրջակա միջավայրի նախարարի համապատասխան հրամանով հաստատված անձնագիր, իսկ առանց դրա հաստատման գործնականորեն հնարավոր չէ ապահովել վերջինիս պահպանության ռեժիմը: Բնության հուշարձանի անձնագրի հաստատման հետ մեկտեղ՝ պահպանության լիարժեքության ապահովման տեսանկյունից փոփոխման է ենթակա նաև վերջինիս զբաղեցրած հողամասի նպատակային և գործառնական նշանակությունը:
ԳԱԱ Երկրաբանական գիտությունների ինստիտուտի հետ համագործակցության շրջանակներում շրջակա միջավայրի նախարարության կողմից նախաձեռնվել և իրականացվել են հրաբուխի երկրաձևաբանական, երկրաբանա-հրաբխագիտական և իրականացված հողային աշխատանքների մանրամասն նկարագրի կազմման, ներկա իրավիճակի վերլուծության, հրաբուխի գիտական և զբոսաշրջային արժեքի գնահատման, կարգավիճակի համապատասխանության գնահատման աշխատանքներ: Իրականացվել է նաև հրաբխի երկրաբանական տեսակետից անբաժանելի մաս հանդիսացող տարածքների քարտեզագրում: Այդ աշխատանքների արդյունքում համայնքային սեփականություն հանդիսացող հողամասերի վրա առանձնացվել են բնապահպանական, երկրագիտական և զբոսաշրջային հստակ արժեք ներկայացնող 9 երկրատեղանքներ, որոնք ենթակա են անձնագրավորման և հողամասի նկատմամբ սեփականության իրավունքի պետական գրանցման:
