ՆԱՏՕ-ի և Ադրբեջանի միջև քաղաքական առևտուրը նոր փուլ է մտնում. զոհասեղանին Հայաստանն է

ՆԱՏՕ-ի գլխավոր քարտուղար Յենս Ստոլտենբերգը մարտի 17-ին պաշտոնական այցով մեկնել է Ադրբեջան, որտեղ Իլհամ Ալիևի հետ կայացած երկկողմ հանդիպման ընթացքում աչքի է ընկել Ադրբեջանի հասցեին արված մի շարք ուշագրավ ռևերանսներով: Դիցուք՝ Ստոլտենբերգն ասել է, որ Ադրբեջանն ուժեղացրել է էներգետիկ անվտանգությունը։ «Ես ուրախ եմ նաև այստեղ քննարկել էներգետիկ անվտանգությունը, քանի որ էներգետիկան կարևոր է մեր անվտանգության համար: Ես ողջունում եմ Ադրբեջանի սերտ էներգետիկ կապերի զարգացումը ՆԱՏՕ-ի որոշ դաշնակիցների հետ», - ընդգծել է նա: Բացի այդ, Ստոլտենբերգը նշել է նաև. «Ես ողջունում եմ այն, որ Ադրբեջանը զարգացնում է ավելի ու ավելի ամուր կապեր ՆԱՏՕ անդամների հետ (նկատի ունի՝ Թուրքիայի հետ Ադրբեջանի մերձեցումը) և որ ձեր երկիրը խաղում է ավելի ու ավելի կարևոր դեր ոչ միայն գազի, այլև, ապագայում, դեպի Եվրոպայում ՆԱՏՕ անդամ երկրներ էլեկտրականության մատակարարման գործում»։ Իր հերթին Իլհամ Ալիևը հայտարարել է. «Այսօր Ադրբեջանը գազ է արտահանում ութ երկիր, որոնցից վեցը ՆԱՏՕ անդամ են, իսկ երկուսը՝ ՆԱՏՕ գործընկեր։ …Եվրահանձնաժողովը համարում է Ադրբեջանին վստահելի գործընկեր և գազի համաեվրոպական մատակարար»։
Ինչպես հասկանալի է դառնում փոխադարձ սիրալիրություններից՝ Արևմուտքը, տվյալ դեպքում՝ ՆԱՏՕ-ն, Ադրբեջանին համարում է անփոխարինելի գործընկեր հատկապես էներգետիկ ոլորտում: Եվ դա պատահական չէ, հուլիս ամսին Բաքվում Եվրահանձնաժողովի նախագահ Ուրսուլա ֆոն դեր Լեյենը փոխըմբռնման հուշագիր է ստորագրել Ադրբեջանի նախագահ Իլհամ Ալիևի հետ, որը նախատեսում է մինչև 2027 թվականն ադրբեջանական բնական գազի ներմուծման ծավալը հասցնել տարեկան 20 միլիարդ խորանարդ մետրի, որը կարող է կրկնապատկել Ադրբեջանից Եվրոպա գազի ներկրումը։ Այդ հուշագիրն արտացոլում է ԵՄ-ի էներգետիկ քաղաքականության ուղեգծի փոփոխություն, քանի որ նախկինում խոսքը գնում էր բնապահպանության խնդիրների պատճառով էներգակիրների կրճատման, այլ ոչ թե ներմուծման աղբյուրների փոփոխության մասին: Ադրբեջանն այսպիսով էլ ավելի է ամրապնդում իր դիրքերը ԵՄ-ի էներգետիկ անվտանգության ոլորտում:
ՆԱՏՕ գլխավոր քարտուղարի՝ Բաքվում հնչեցրած մեսիջները և Ալիևի ակնարկն այն մասին, որ Արևմուտքն Ադրբեջանի կարիքը շատ ավելին է զգում, քան հակառակը, նշանակում է մեկ բան՝ Արևմուտքը և Բաքուն առևտուր են սկսել, իսկ զոհասեղանին Հայաստանն է: Պարզ է, որ ԵՄ և ՆԱՏՕ անդամ երկրների համար էներգետիկ մատակարարումների հարցում անփոխարինելի դարձած Ալիևը փորձելու է Արևմուտքի վրա ճնշում բանեցնել, որպեսզի այնտեղից էլ իրենց հերթին Հայաստանին նոր զիջումներ պարտադրեն: Եվ հաշվի առնելով այն, թե ինչպես է այսօր Արևմուտքը կախված Բաքվից եկող մատակարարումներից, կարելի է պատկերացնել, թե ինչպես իրենց նման իրավիճակում կպահեն արևմտյան պաշտոնյաները...
