Տարբեր մայրաքաղաքներից հնչում է արցախցիների` սեփական օջախներ վերադառնալու և անվտանգ ապրելու իրավունքը, սակայն ՀՀ իշխանություններն այս թեման ոչ միայն խնամքով շրջանցում են, այլ շատ հաճախ նյարդային արձագանք հնչեցնում:
Մեծ առումով սրա մասին խոսում են և´ Մոսկվայում, և´ Բրյուսելում, և´ Վաշինգթոնում, դեռ չեմ խոսում այն մասին, որ Արցախ վերադարձի հարցը արցախցիների օրակարգի թիվ մեկ թեման է:
Հայաստանյան իշխանությունը թեման փորձում է մշտապես պահել սոցիալական կոնֆլիկտների դաշտում, որպեսզի արցախցիների ջանքերի ու եռանդի հսկայական մասն այդ ուղղությամբ ընթանա:
Ո՞րն է խնդիրը, որ տարածաշրջանում ներկայացված բոլոր հիմնական ուժերը, դերակատարներն ընդունելի են համարում արցախցիների վերադարձի թեման, իսկ Հայաստանի իշխանության պահվածքը նաև այս հարցում համընկնում է Թուրքիայի և Ադրբեջանի տեսակետների հետ: Կարծում եմ` արդեն վաղուց պարզ է:
Ընդ որում` երբ խոսք է գնում Արցախ վերադարձի մասին, այստեղ պետք է հասկանալ ոչ թե մի քանի հազար արցախցու` իր տուն վերադառնալու խնդիրը, այլ տասնյակ հազարների:
Իսկ այս ամենն առանց լուրջ միջազգային երաշխիքների և արցախցիների անվտանգության ապահովման այլ մեխանիզմների չի կարող լինել:
