«Փաստ» օրաթերթը գրում է.
Քաղաքաշինության կոմիտեի՝ հանրային քննարկման ներկայացրած նախագծի նպատակն է հստակեցնել աղետի գոտու բնակավայրերի պետական և համայնքային սեփականություն հանդիսացող հողամասերը երկրաշարժից հետո տեղադրված կամ կառուցված ոչ հիմնական շինություններից ազատելու գործընթացի շրջանակներում 2024 թ.-ին կատարվելիք աշխատանքները:
Մասնավորաբար, նախագծով բնակարանային պայմանների բարելավման հնարավորություն կընձեռվի Լոռու և Շիրակի մարզի բնակավայրերի 181 ընտանիքի (ք.Գյումրի՝ 150, Սպիտակ՝ 30, Ստեփանավան՝ 1), որոնցից 69 ընտանիքի՝ (ք.Գյումրի՝ 49, Սպիտակ՝ 19, Ստեփանավան՝ 1)՝ բնակարան (բնակելի տուն) ձեռք բերելու համար բնակարանի գնման վկայագրի տրամադրման միջոցով ֆինանսական աջակցության տրամադրման, իսկ 112 ընտանիքի (ք.Գյումրի՝ 101, Սպիտակ՝ 11)՝ բնակարանային պայմանների բարելավման նպատակով մեկսենյականոց բնակարանի արժեքի չափով ֆինանսական աջակցության տրամադրման համար:
2024-2027 թվականներին նախատեսվում է տնակների ազատում և ապամոնտաժում, բնակության նպատակով օգտագործվող տնակներում ապրող ընտանիքների բնակարանային խնդիրների մասով պետական աջակցության տարբերակված մոտեցում, կախված տվյալ ընտանիքի՝ տնակում բնակվողի կարգավիճակում հայտնվելու հիմքերից: Համայնքների կողմից 2023 թ.-ի փետրվարին հաստատված ցուցակների համաձայն՝ պետական կամ համայնքային սեփականության հողամասերի վրա է տեղադրված փաստագրված տնակներից 4068-ը, որոնցից՝ 2964-ը՝ Շիրակի (2648-ը՝ Գյումրի), 1104ը՝ Լոռու մարզերում:
Որոշման համաձայն ֆինանսական աջակցության տրամադրման համար կպահանջվի մոտ 6.0 մլրդ դրամ (1089 ընտանիք), 1843 ընտանիքի բնակարանային խնդիրը նախատեսվում է դիտարկել սոցիալական բնակֆոնդի տարբերակով, իսկ մնացած 1136 ընտանիքի մասով աջակցության տրամադրում չի նախատեսվում: Միևնույն ժամանակ առաջնահերթ կարգով դիտարկման ենթակա են աղետի գոտու քաղաքային բնակավայրերի պետական և համայնքային հողամասերի վրա տեղադրված ոչ հիմնական շինությունները: Արդյունքում նախագծով տարբեր համայնքներում դիտարկվել են 181 ընտանիքի բնակարանային խնդիրները:
