Նախաքննական մարմինը կալանքի միջնորդություն ներկայացրել է, որը չի բավարարվել. նոր մանրամասներ Կապանի համայնքապետի եղբոր գործից

Ինչպես արդեն տեղեկացրել ենք, Կապան համայնքի ղեկավարի եղբոր՝ Գրիգորի Փարսյանի և նրա ընկերոջ նկատմամբ քրեական վարույթ է նախաձեռնվել՝ պարեկային ծառայողների հետ վիճաբանելու համար: Վերջիններս ձերբակալվել են, սակայն մեկ օր անց դատարանը խափանման միջոցը որպես կալանք չի կիրառել:

Քննչական կոմիտեի մամուլի խոսնակ Գոռ Աբրահամյանը 1or.am-ին փոխանցեց, որ նախաքննական մարմինը կալանքի միջնորդություն ներկայացրել է, որը չի բավարարվել դատարանի կողմից.

«Մարտի 10-ին երկու անձի և պարեկների միջև տեղի ունեցած միջադեպի կապակցությամբ նախաձեռնվել է քրեական վարույթ, որի շրջանակներում 2 անձի ներկայացրել են մեղադրանք: Նրանցից մեկին մեցադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 452-րդ հոդվածի 2-րդ մասի, երկրորդին՝ 452-րդ հոդվածի 1-ին մասի հատկանիշներով: Երկուսի նկատմամբ էլ որպես խափանման միջոց ընտրվել են գրավը և բացակայելու արգելքը»,- մեզ հետ զրույցում նշեց խոսնակը:

Հիշեցնենք, որ երկու օր առաջ Կապանում բացվեց Մանթաշյան բիզնես ակումբի Կապանի մասնաճյուղը, որի տնօրեն նշանակվեց Գրիգորի Փարսյանը: Մեր տեղեկություններով` պաշտոնական արարողությունից հետո Գրիշա Փարսյանի  մեքենան կանգնեցվել է պարեկային ծառայողների կողմից, սակայն վերջինս չի ենթարկվել և մեքենան վարել է մինչև իրենց առանձնատան բակ: Քիչ անց եկել են նաև նրան հետապնդող պարեկային ծառայողները: Փարսյանն ու ընկերն իջել են մեքենայից և քաշքշոց է սկսվել, արդյունքում՝ իրավիճակը այնքան է թեժացել, որ կատարվածը տեղափոխվել է իրավական հարթություն. նախաձեռնվել է քրեական վարույթ:

Հավելենք, որ Փարսյանն ու իր  ընկերը նախկինում էլ նման միջադեպի մասնակից են եղել: Կապանցիներն այս «ներողամիտ մոտեցումը» բացատրում են համայնքապետի վերջին շրջանում Նիկոլ Փաշինյանի իշխանության հետ ձևավորած խիստ ջերմ մտերմությամբ: Ուստի ենթադրելի է, թե ինչու «ազատ դատական համակարգը» չկալանավորեց իշխանությունների շատ սիրելի պարեկների հանդեպ բռնություն կիրառողներին:
