ՔՊ-ում կադրային սովն արդեն վտանգավոր չափերի է հասել

Կադրային սովը, իշխանության ներսում այլևս հանգեցնում է անհեթեթ որոշումների ընդունման։ Գևորգ Պապոյանին էկոնոմիկայի նախարար նշանակելուց հետո, ֆինանսավարկային և բյուջետային հանձնաժողովի նախագահի պաշտոնը թափուր է մնացել։

«Քաղաքացիական պայմանագիրը» երեկ խմբակցության նիստ է գումարել և որոշել այդ պաշտոնի համար ներկայացնել Ծովինար Վարդանյանի թեկնածությունը։

Ծովինար Վարդանյանը տնտեսագիտության հետ ընդամենը առնչություն ունի այնքանով, որ այդ հանձնաժողովի անդամ է, նաև ունի Երևանի պետական համալսարանի տնտեսագիտության ֆակուլտետն ավարտելու մասին վկայող դիպլոմ։

Մինչ օրս Ծովինար Վարդանյանի օրենսդրական լուրջ գործունեության մասին խոսելու առիթ որևէ մեկը չի ունեցել, քանի որ այդպիսի գործունեություն չի ծավալել, փոխարենը տարբեր անհեթեթ իրավիճակներում հայտնվելով փորձել է կրծքով պաշտպանել Փաշինյանի բոլոր ձեռնարկումները։ Հենց նման որակների համար էլ Նիկոլ Փաշինյանի վարչախմբում պաշտոնների են նշանակվում տարբեր մարդիկ՝ բնավ հաշվի չառնելով նրանց մասնագիտական հմտություններն ու կրթական մակարդակը։

Մյուս կողմից գործող իշխանություններն այս հարցում չունեն էլ ընտրության մեծ հնարավորություն։ Նույն Ազգային ժողովի 70 հոգանոց խմբակցությունում «Քաղաքացիական պայմանագիրը» շատ կարևոր պաշտոնների համար չի կարողանում համապատասխան մասնագետներ գտնել։

Արդյունքում, օրինակ, օտարերկրյա պատվիրակությունների հետ հանդիպմանը այլ երկրներ գործուղվում են կա՛մ միևնույն մարդիկ, կա՛մ էլ որևէ «կարկառուն» ՔՊ-ականի այցի դեպքում Հայաստանը հերթական անգամ խայտառակվում է։

Իրավիճակը նույնական է ոչ միայն խորհրդարանում, այլ նաև պետական կառավարման մյուս մարմիններում ևս։ Իրենց գործի գիտակ մասնագետները կտրականապես հրաժարվում են համագործակցել Փաշինյանի իշխանության հետ՝ հասկանալով, որ դա առաջին հերթին հեղինակազրկում է իրենց տարիների ավանդը համապատասխան ոլորտներում:
