Գազի գնի իջեցումը՝ նոր հեռանկար ՀՀ տնտեսության համար

Իրանի դեմ տնտեսական պատժամիջոցների վերացման և նավթի միջազգային գների անկման ֆոնին հետաքրքիր զարգացումներ ու կարծիքներ են շրջանառվում Հայաստանի համար գազի գնի սակագնի նվազման վերաբերյալ:
Գործադիրի ղեկավարը հունվարի 16-ին ընդունել է մի շարք տնտեսվարողների, ովքեր ներկայացրել են իրենց մտահոգությունները՝ տեղական արտադրանքի մրցունակության և աշխատատեղերի պահպանման վրա էներգակիրների գների բացասական ազդեցության վերաբերյալ:
Գործարարները խնդրել են վարչապետին՝ ելնելով էներգակիրների գների համաշխարհային դինամիկայից, ԵՏՄ անդամակցության շրջանակներում դիմել Հայաստանի Հանրապետության ռազմավարական գործընկեր Ռուսաստանի Դաշնությանը` ներմուծվող գազի սակագնի նվազեցման և արտադրողների համար ազգային արժույթով գնագոյացման խնդրանքով:
Հարկ է նշել, որ սպառողների համար գազը թանկացել է 2013-ի հուլիսից, երբ ռուսական «Գազպրոմը» թանկացրել է ՀՀ առաքվող գազը: Սակայն, նույնիսկ այն բանից հետո, երբ Ռուսաստանի նախագահի` 2013-ի դեկտեմբերի սկզբին կայացած այցից հետո Հայաստան առաքվող գազի գինը մեկ խմ-ի համար 270 դոլարից էժանացավ մինչև 180 դոլար, շարքային սպառողներին բաժին հասած մեկ խմ-ի դիմաց 156 դրամ սակագինը չփոխվեց։
Ռուբլու փոխարժեքի նվազումը դոլարի համեմատ 2014թ-ին հանգեցրեց գազի սակագնի բարձրացման վտանգի: Լուծումը Հայաստանի համար գազի գնի նվազեցումն էր 24 դոլարով` մինչև $165 1000 խմ դիմաց: Սպառողների վրա, սակայն, սակագնի նվազումը չի անդրադարձել, և նրանք վճարում են նախկին սակագնով` 156 հազար դրամ կամ $321 ընթացիկ փոխարժեքով:
Հայտնի է, որ «Գազպրոմը Արմենիայի» համար սակագինը նվազել է, պատճառը տեղի ունեցած դոլարային զգալի տատանումներն են, և եթե գազի գինը չնվազեր, ապա «Գազպրոմ Արմենիան» ստիպված կլիներ բարձրացնել բաժանորդներին մատակարարվող գազի սակագինը:
Իրականում, սակագնային այդ քաղաքականությունն առաջին հերթին անհրաժեշտ էր ՀՀ-ին ու գազ սպառող բաժանորդներին, ովքեր չզգացին դոլարային փոխարժեքի տատանման իրական ցնցումը, ինչը բավականին լուրջ ֆինանսական ու սոցիալական հետևանքներ կարող էր առաջացնել երկրում:
Այս գործընթացը կնպաստի, որ հայկական ապրաքներնն արտահանման շուկայում ավելի մրցունակ դառնան, ինչն իր հերթին երկրում կապահովի տնտեսական ակտիվության բարձրացում:
