Հայաստանի ու Ադրբեջանի միջև խաղաղության հեռանկարի մասին խոսելիս՝ Ադրբեջանում ԱՄՆ նախկին դեսպան Ռիչարդ Կազլյարիչն Ադրբեջանում փետրվարի 7-ին կայացած արտահերթ նախագահական ընտրությունները բացատրել է առավելապես տնտեսական և սոցիալական գործոններով։

«Ադրբեջանն այս ընտրությունն անցկացրեց 2023 թվականին տեղի ունեցածի (խոսքն Արցախում սեպտեմբերին իրականացված ռազմական ագրեսիայի մասին է-խմբ․) նկատմամբ հանրության ուժեղ աջակցության ներքո: Միաժամանակ, երկրում աճում է դժգոհությունը սոցիալական վիճակի, լրատվամիջոցների ներկայացուցիչների, և ընդդիմադիր որոշ գործիչների ու առաջնորդների ձերբակալությունների պատճառով»,- «Ամերիկայի Ձայն»-ի հետ զրույցում ընդգծել է Կազլյարիչը։

Ըստ նախկին դեսպանի, Բաքուն փորձելու է «զերծ պահել նախագահ Ալիևին և նրա ռեժիմը որևէ ընդդիմությունից»: Այդ մոտեցումն էլ, ըստ Կազլյարիչի, իր ազդեցությունը կարող է ունենալ Երևանի ու Բաքվի միջև ընթացող բանակցային գործընթացի վրա:

«Այն շատ ավելի կդժվարացնի փոխզիջումները։ Եվ դա կարող ենք տեսնել տրանսպորտային միջանցքների, սահմանների, ականազերծման հարցերի շուրջ քննարկումներում»,- նշել է ամերիկացի դիվանագետը:

Նա չի բացառել, որ արտահերթ ընտրության անցկացումը կարող էր կապված լինել Հայաստանի ու Ադրբեջանի միջև ընթացող բանակցային գործընթացի հետ՝ պնդելով, թե չի կարծում, որ Ադրբեջանը ցանկանում է Հայաստանի հետ խաղաղության պայմանագիր կնքել։
