Հետևողական քայլերով պետք է ամրապնդենք պետության դիմակայունությունը․ ՆԳՆ ՓԾ տնօրենը նիստ է գումարել

Մարտի 6-ին ՆԳՆ փրկարար ծառայությունում կայացավ «Աղետների ռիսկի կառավարման 2023-2030 թվականների ռազմավարությանը և 2023-2026 թվականների գործողությունների ծրագրի» իրականացման գործընթացի վերաբերյալ աշխատանքային խմբի անդրանիկ նիստը, որը նախագահում էր ՆԳՆ ՓԾ տնօրեն-ՆԳ նախարարի տեղակալ, փ/ծ գնդապետ Կամո Ցուցուլյանը։ Հայտնում են փրկարար ծառայությունից։
Նիստին մասնակցում էին ՆԳՆ կառուցվածքային ստորաբաժանումների, «Սեյսմիկ պաշտպանության տարածքային ծառայություն» ՊՈԱԿ-ի, Պետական ռեզերվների գրասենյակի, «Ճգնաժամային կառավարման պետական ակադեմիա» ՊՈԱԿ-ի, «ԱՌՆԱՊ» հիմնադրամի ներկայացուցիչներ և ՓԾ պատասխանատու ծառայողներ։
Հանդիպման նպատակն էր շահագրգիռ կողմերի հետ քննարկել փաստաթղթի կիրարկումն ապահովող միջոցառումների ընթացքը, այդ ուղղությամբ իրականացվող աշխատանքներն ու առկա խնդիրները, մշակել գործողություների կատարման ճանապարհային քարտեզ, սահմանել համապատասխան աշխատակարգեր և կատարման ուղիներ։
Կամո Ցուցուլյանը ողջունելով ներկաներին՝ շնորհակալություն հայտնեց աղետների ռիսկի կառավարման ռազմավարության գործողությունների ծրագրի իրականացման գործընթացի միջգերատեսչական աշխատանքային խմբի անդրանիկ նիստին մասնակից լինելու կապակցությամբ։
ՓԾ տնօրենը կարևորեց միջգերատեսչական աշխատանքային խմբի ձևավորումը, որի նպատակը ռազմավարության առաջընթացի արդյունավետ համակարգելն ու կազմակերպելն է:
«Աղետների ռիսկի կառավարումը հրատապություն և առաջնահերթություն է, որը պահանջում է հետևողական քայլերի իրականացում՝ ուղղված պետության դիմակայունության ամրապնդմանը, վտանգներին դիմագրավմանը, արտակարգ իրավիճակներին արագ ու արդյունավետ արձագանքմանը և հետաղետային վերականգնման կարողությունների ստեղծմանն ու զարգացմանը»,-նշեց Կամո Ցուցուլյանը։
Օրակարգի համաձայն՝ միջգերատեսչական աշխատանքային խմբի անդամները ներկայացրեցին համապատասխան զեկույցներ աղետների ռիսկի կառավարման ռազմավարության գործողությունների ծրագրի շրջանակներում իրենց կողմից կատարված և կատարվելիք աշխատանքների վերաբերյալ, վեր հանեցին միջոցառումների իրականացման ընթացքում ի հայտ եկած խոչընդոտներն ու խնդիրները, միևնույն ժամանակ հանդես եկան դրանց լուծման հնարավոր ուղիների վերաբերյալ դիտարկումներով և առաջարկություններով։
Նիստի ընթացքում առաջ քաշվեցին միջգերատեսչական գործողությունների իրականացման համատեղ ծրագրեր, սահմանվեցին կատարման համապատասխան ժամկետներ: Նշված համատեքստում քննարկվեցին հիմնական և այլընտրանքային տարբերակներ, առաջարկություններ ներկայացվեցին առանձին ուղղություններով ներգրավվել համապատասխան փորձագետներ՝ այդ թվում միջազգային, ովքեր իրենց փորձով, խորհուրդներով և առաջարկներով կարող են բարելավել կատարվելիք աշխատանքների որակը։
Ամփոփելով հնչեցված կարծիքներն ու առաջարկությունները՝ նիստի նախագահը ծրագրի կատարողներին և համակատարողներին հորդորեց հետևողականորեն համատեղ աշխատանքներ իրականացնել ռազմավարությամբ սահմանված բոլոր ուղղություններով, հանձնարարեց յուրաքանչյուր ամիս հաշվետվություն ներկայացնել կատարված աշխատանքների ընթացքի և ձեռնարկված միջոցառումների վերաբերյալ, ինչը հնարավորություն կընձեռի լուծում տալ գործնականում առաջ եկած խնդիրները և նախանշված ժամկետներում հասնել առավել տեսանելի արդյունքների։
