Ռուսաստանի գինեգործների ասոցիացիան դիմել է Պետդումային 200 %-ով բարձրացնելու ոչ բարեկամական երկրներից գինիների ներմուծման տուրքը։ 2023 թվականին Հայաստանում արտադրվել է 14,1 միլիոն լիտր գինի, արտահանումն աճել է 17,6 %-ով։ Ռուսաստանին բաժին է հասնում հայկական գինու արտահանման 85,5 %-ը։

Մոլդովայում, օրինակ, 2022 թվականին արտադրվել է 140,4 միլիոն լիտր գինի, որից արտահանվել է 90 միլիոն լիտրը և այդ քանակից 30 միլիոն լիտրն է վաճառվել Բելոռուսում, 4,2 միլիոն լիտրը ՝ Ռուսաստանում։ Վրացական գինին ևս արտադրության աճ է ցույց տվել, իսկ 2023 թվականին Վրաստանից Ռուսաստան գինու մատակարարումների աճը կազմել է 8,5 %։

Այդուհանդերձ, Ռուսաստանը Վրաստանի համար առաջատար դիրքերում չէ գինու արտահանման ուղղությամբ։ Փաստացի այս տվյալները վկայում են, որ Հայաստանում արտադրվող գինու առյուծի բաժինն արտահանվում է Ռուսաստան։

Ռուս գինեգործների առաջարկն ավելի շուտ քաղաքական է, Հայաստանն այժմ քաղաքական խնդիրներ ունի Ռուսաստանի հետ և երկրի իշխանությունները գնում են հարաբերությունները վատթարացնելու ճանապարհով։ Ավելին, ՀԱՊԿ-ի հետ կապված հայտարարությունների մասով Ռուսաստանի ԱԳՆ-ն հստակ հարց է դրել Հայաստանի համար կողմնորոշվելու առումով, և եթե Հայաստանը շարունակի իր հակառուսական քաղաքականությունը, ապա չի բացառվում, որ կարող է հայտնվել ոչ բարեկամական երկրների ցանկում՝ լքելով ինտեգրացիոն բոլոր միավորումները, այդ պարագայում հայկական գինու արդյունաբերության համար մաքսատուրքի 200 %-ով բարձրացումը կարող է պարզապես կործանարար լինել։ Սա ընդամենը մեկ դրվագով ցույց է տալիս, թե ինչ հետևանքներ կարող է ունենալ արտաքին քաղաքական վեկտորի փոփոխությունը Հայաստանի տնտեսության վրա։
