ՀՀ քաղաքացիները և՞ս պետք է վճարեն Ռուսաստան մուտք գործելու համար

ՌԴ Պետդումայում առաջարկել են վճար սահմանել օտարերկրացիների համար, ովքեր մուտք են գործում Ռուսաստան առանց վիզայի:
Նախաձեռնությունը հիմնավորել են բյուջեի ծախսերը թեթևացնելու նպատակով՝ ստացված միջոցները պետք է օգտագործվեն ռուսական օրենքները խախտած միգրանտների արտաքսման ծախսերը հոգալու համար։
Նախաձեռնությունն առաջ է քաշել «Արդար Ռուսաստան» կուսակցության ղեկավար Սերգեյ Միրոնովը։
Նա, մասնավորապես, նշել է, որ այսօր օտարերկրյա քաղաքացիների արտաքսումը երկրից իրականացվում է բյուջեի հաշվին, իսկ դա բավականին կլորիկ գումար է կազմում.
«Օրինակ, ՆԳՆ տվյալների համաձայն՝ 2023 թվական Ռուսաստանից արտաքսվել է 70 հազար միգրանտ, ռուսական օրենքները խախտած միգրանտների արտաքսման համար ծախսվել է 336 միլիոն ռուբլի դաշնային բյուջեից»,- ասել է Միրոնովը։
MediaHub-ի ուշադրությունը գրավեց այն, որ սա միայն առաջարկ չէ, այլ պատգամավորները Պետդումա են ներկայացրել օրինագծերի փաթեթ։ Փաստացի ստացվում է, որ որոշումը հնարավոր է ընդունվի և ՀՀ քաղաքացիների վրա ևս տարածվի, քանզի ՀՀ քաղաքացիներին վիզա պետք չէ Ռուսաստանի Դաշնություն մուտք գործելու համար։
Բացի այն, որ ՀՀ-ն և ՌԴ-ն ռազմավարական դաշնակիցներ են, Հայաստանը նաև ԵԱՏՄ անդամ է, որը ևս ենթադրում է մարդկանց ազատ տեղաշարժ Միության տարածքում: Դա վերաբերում է ԵԱՏՄ անդամ բոլոր պետությունների քաղաքացիներին:
Այս պահի դրությամբ հայտնի չէ, թե ինչ գումարի մասին է խոսքը, ՌԴ-ն որքան կսահմանի պայմանական ասած մուտքի վճարը:
Նշենք, որ բացի Հայաստանից, ՌԴ առանց վիզայի կարող են մուտք գործել նաև հետևյալ երկրների քաղաքացիները՝ Աբխազիա, Ադրբեջան, Արգենտինա, Բելառուս, Բոլիվիա, Բոսնիա և Հերցեգովինա, Բրազիլիա, Բրունեյ, Վենեսուելա, Գվատեմալա, Գայանա, Հոնդուրաս, Դոմինիկյան Հանրապետություն, Իսրայել, Ղազախստան, Ղրղզստան, Կոլումբիա, Կոստա Ռիկա, Կուբա, Մոլդովա, Մոնղոլիա, Նիկարագուա, Պերու, Հյուսիսային Մակեդոնիա, Սերբիա, Թաիլանդ, Թուրքիա, Ուզբեկստան, Ուրուգվայ, Ֆիջի, Մոնտենեգրո, Չիլի, Էկվադոր, Հարավային Աֆրիկա, Հարավային Կորեա։
Հայաստանի և Ռուսաստանի հարաբերությունները շարունակում են մնալ լարված, հետևապես հարց է ծագում՝ որքանո՞վ են ՀՀ քաղաքացիները երաշխավորված, որ եթե անգամ նման որոշում ընդունվի, նրանց վրա նոր փոփոխությունը չի տարածվի:
