ՀՀ հաշվեքննիչ պալատը խախտումներ է արձանագրել Հակոբ Սիմիդյանի գլխավորած՝ ՀՀ շրջակա միջավայրի նախարարությունում: Պալատի ներկայացրած հաշվետվությունից պարզ է դառնում, որ ՀՀ շրջակա միջավայրի նախարարությունում անտառօգտագործման գործընթացի նկատմամբ կատարողականի հաշվեքննությամբ արձանագրվել է, որ, օրինակ, «Հայանտառ» ՊՈԱԿ-ի կողմից կնքված թվով 9 վարձակալության պայմանագրերում պետական սեփականություն հանդիսացող անտառների վարձավճարների՝ օրենսդրությամբ սահմանված նվազագույն չափը չպահպանելու արդյունքում, հաշվեքննողների հաշվարկներով, անտառտնտեսության թվով 5 մասնաճյուղերում ընդհանուր վարձակալված 36,7 հա անտառային հողատարածքներից 2019-2020թթ. ժամանակահատվածում 14,086.5 հազ. դրամի վարձավճարներ չեն գանձվել: Բացի այդ, պարզվել է, որ հաշվետու ժամանակաշրջանում հատատեղերի որոշումները և բնափայտի մթերումներն իրականացվել են առանց անտառաշինական նախագծերի, ինչպես նաև առանց մասնագիտական հանձնաժողովների ուսումնասիրությունների և եզրակացությունների:

Գնումների պլանում առկա «Գնանշման հարցում» ընթացակարգով կատարված մի շարք գնումների ընթացքում առկա անհամապատասխանություններ, տեղեկագրում հրապարակման ենթակա նյութերը կամ չեն հրապարակվել, կամ հրապարակվել են սահմանված ժամկետի ուշացումով՝ որոշ դեպքերում խախտելով անգործության ժամկետը: 2005թ. ՊՈԱԿ-ին ամրակցված ըստ մասնաճյուղերի բաշխվածության անտառային ֆոնդը կազմել է 368,6 հազ. հա, սակայն 2019-2020թթ. ՊՈԱԿ-ի հետ կնքված «Պետության կողմից դրամաշնորհի ձևով տրամադրվող ֆինանսական աջակցության» պայմանագրերում վերջինիս տնօրինությանը հանրապետության անտառային ֆոնդի տարածքի պահպանմանը հանձնվել է 342,4 հազ. հա, 26,3 հազ. հա տարբերության վերաբերյալ հաշվեքննության օբյեկտը չունի պարզաբանում։ ՊՈԱԿ-ի անտառտնտեսությունների սպասարկման տարածքները բաշխված են հիմնավորման։ Նպատակային արդյունավետության տեսակետից ուշագրավ է նաև, որ ՊՈԱԿ-ի կողմից շրջանակներում 2019-2020թթ. չհավաքագրված վարձավճարները կազմում են 19,600.2 հազ. դրամ։

Մյուս կողմից՝ բացակայում են ՊՈԱԿ-ի «Մեկ անձից գնում» գնման ընթացակարգի համաձայն կատարված գործողությունների եւ դրանց հիմքերի վերաբերյալ գնումների ոլորտի՝ օրենսդրությամբ սահմանված էլեկտրոնային փաստաթղթերը։ 2019-2020թթ. ընթացքում փաստացի մատուցվել են ծառայություններ, որոնց գործընթացները պետք է կատարվեին՝ գնումների վերաբերյալ իրավական նորմատիվ ակտերով սահմանված կարգով:
