«Փաստ» օրաթերթը գրում է.

Գերմանական պետական հեռուստաընկերության dw.com կայքը «Ռուսաստանի հետ հարաբերություններում առկա ճգնաժամը կհասցնի Հայաստանի՝ ՀԱՊԿ-ից դուրս գալուն» վերնագրով հոդվածում գրում է, որ կայքի հետ զրուցած հայ փորձագետները նորություն չեն տեսել ՀԱՊԿ-ին Հայաստանի մասնակցությունը սառեցնելու մասին Նիկոլ Փաշինյանի վերջին հայտարարության մեջ։ Հայ քաղաքագետ Ալեքսանդր Իսկանդարյանը ՀԱՊԿ-ում Հայաստանի մասնակցությունը սառեցնելու մասին Փաշինյանի հայտարարությունը որակել է որպես Երևանի և Մոսկվայի միջև հարաբերությունների ճգնաժամի արտացոլում։

«Իսկ ՀԱՊԿ մյուս երկրների հետ հարաբերություններում այդ ճգնաժամը միշտ էլ եղել է, Փաշինյանն իր հայտարարությամբ միայն արձանագրել է իրերի առկա վիճակը»,- պարզաբանել է քաղաքագետը։ Փորձագետները չեն բացառում, որ Հայաստանը, հատկապես անվտանգության ոլորտում իր շփումների դիվերսիֆիկացման ֆոնին, ինչ-որ պահի կարող է որոշել դուրս գալ ՀԱՊԿ-ից, սակայն չեն կարող կանխատեսել, թե երբ և ինչ պայմաններում դա տեղի կունենա։ «Նման քայլը, այնուամենայնիվ, բացասական արձագանք կառաջացնի Ռուսաստանի կողմից. ՀԱՊԿ-ին ֆորմալ մասնակցությունը նշանակում է Ռուսաստանի հետ հարաբերությունների որոշակի ռեժիմի պահպանում»,- նկատել է քաղաքագետ Իսկանդարյանը՝ նշելով, որ թեև Հայաստանը դժգոհ է ՀԱՊԿ-ից, սակայն այլ տարբերակ չունի, չկա այլընտրանք:

«Չկա որևէ այլ ռազմաքաղաքական դաշինք, որտեղ դուք կարող եք մտնել և ապահովել ձեր անվտանգությունը»,- պարզաբանել է նա։ Միևնույն ժամանակ, հայ փորձագետները կանխատեսել են ապագայում Երևանի և Մոսկվայի հարաբերությունների հետագա վատթարացում։ Նշենք, որ ՀԱՊԿ-ում Հայաստանի մասնակցության «սառեցման» մասին Նիկոլ Փաշինյանի հայտարարությունը որոշակի շփոթություն է առաջացրել կազմակերպությունում։ Փաստն այն է, որ ՀԱՊԿ կանոնադրությունը չի նախատեսում մասնակցության սառեցման ռեժիմ։ Կա միայն կազմակերպությունից երկրի կամավոր դուրս գալու հնարավորություն, որի համար պետք է համապատասխան ծանուցում ներկայացնել ելքի ամսաթվից վեց ամիս առաջ: Մեկ այլ տարբերակ է երկրի անդամակցությունը կասեցնելը, եթե նա հրաժարվում է կատարել կազմակերպության կանոնադրության դրույթները և նրա խորհրդի որոշումները:
