ԵԽԽՎ ձմեռային նստաշրջանում, որը մեկնարկելու է հունվարի 25-ին, իսկ 26-ին քննարկվելու են 2 խիստ հակահայ բանաձևերի նախագծեր: Մեկը «Ադրբեջանի սահմանամերձ շրջանները միտումնավոր զրկված են ջրից» անվանումով զեկույցը, որը վերաբերում է ԼՂՀ Սարսանգի ջրամբարին, մյուսը՝ «Բռնության աճը ԼՂ-ում եւ Ադրբեջանի մյուս գրավյալ տարածքներում» Ռ. Ուոլթերի բանաձևի նախագիծը, որով պահանջվում է հայկական զորքերը դուրս բերել Ադրբեջանի գրավյալ տարածքներից:

ՀԱԿ պատգամավոր Լևոն Զուրաբյանը 2 զեկույցն էլ վտանգավոր է համարում.

«Բարդ իրավիճակ է ու սա ձախողում չէ, խայտառակություն է: Ամեն ինչ միակողմանի է ու պարտադրված է Հայաստանին: Չեզոքության մասին անհնար է խոսել: Ավելին՝ բանաձևը ստի վրա է կազմված: Ուոլթերն ասում է, որ հղում է կատարում այն միակ բանաձևին, որը նվիրված է եղել Արցախի հարցին(2005 թ.): Իրականում, եթե ԵԽԽվ արխիվներում փնտրեր, կտեսներ, որ Արցախի վերաբերյալ եղել է ևս մեկ բացառիկ բանաձև՝ 1994 թվականի 10/47-ը, որը կոչվում էր «Հակամարտությունը Լեռնային Ղարաբաղում»: Այս բանաձևում ԵԽԽՎ-ն Հայաստանին, Ադրբեջանին և ԼՂ-ին ոչ միայն որպես  հակամարտության կողմեր է ճանաչում, այլ կոչերն ուղղում է 3 կողմերին, Ադրբեջանից և Թուրքիայից պահանջում է անմիջապես դադարեցնել Հայաստանի շրջափակումը: Այսպիսին է եղել մեր դիվանագիտությունը ու չգիտես ինչու՝ մեր իշխանությունն այս մասին չի հիշում»,-լրագրողների հետ հանդիպման ժամանակ  ասաց ՀԱԿ պատգամավորը:
