Ազգային անվտանգության ծռայությունը Հայաստանի անվտանգության խորհրդի քարտուղարին ստախոս է համարում։ ԱԱԾ-ն, իհարկե նման արձանագրում իր հայտարարության մեջ չի արել, հայտնել է, թե հայ-ադրբեջանական սահմանի որևէ հատվածում ռուս սահմանապահները եվրոպացի դիտորդներին չեն խոչընդոտում։ «ՀՀ ԱԱԾ սահմանապահ զորքերի կողմից պահպանվող հայ ադրբեջանական պայմանական սահմանի հատվածներում ԵՄ դիտորդական առաքելության ներկայացուցիչների դիտորդական գործունեության համար խոչընդոտներ չկան»,- նշել են կառույցից։

Ներքին Հանդում ադրբեջանական ագրեսիայից հետո, երբ 4 հայ զինծառայողներ սպանվեցին, ևս մեկը վիրավորվեց, Անվտանգության խորհրդի քարտուղար Արմեն Գրիգորյանը ճեպազրույցում հայտարարել էր, թե ռուս խաղաղապահները դիտակետ են դրել Ներքին Հանդի մոտ և թույլ չեն տալիս եվրոպացի դիտորդներին դիտարկում իրականացնել այդ հատվածում։ Մեկնաբանելով Մարիա Զախարովայի հայտարարությունը, թե ՀԱՊԿ-ն ավելի լավ կկարողանար վերահսկել իրավիճակը, քան ԵՄ դիտորդները, Արմեն Գրիգորյանը նշել էր, թե իրականությունը բոլորովին այլ է և հենց ռուսներն են խոչընդոտում դիտորդների մուտքը։

Նույն հայտարարությունը հենց այդ օրն արել է նաև Հայաստանում Եվրամիության դիտորդական առաքելության ղեկավար Մարկուս Ռիթերը՝ կոչ անելով լրագրողներին խոչընդոտների վերաբերյալ հարցերը հղել ռուս սահմանապահներին։ Փաստացի, Ազգային անվտանգության ծառայությունն ավելի լավ է գիտակցում երկրի առջև ծառացած անվտանգային խնդիրները և նշում, որ որևէ խոչընդոտ ռուս սահմանապահները չեն արել։ Իսկ թե ի՞նչ նպատակ է հետապնդում Անվտանգության խորհրդի քարտուղարը նման կեղծիք տարածելով՝ պարզ է յուրաքանչյուրին։
