Վստահ եմ, որ ինքներդ էլ գիտեք՝ դելիմիտացիայի գործընթացն ինչ բարդ գործընթաց է, որովհետև «քարտեզ» ասելիս խոսքը բացառապես տոպոգրաֆիկ քարտեզների մասին է, որոնք պրոֆեսիոնալ քարտեզներ են, որովհետև շատ դեպքերում շատ մարդիկ սխեմատիկ, մեթոդական քարտեզները շփոթում են տոպոգրաֆիկ քարտեզների հետ, որոնք այլ որակ և այլ տրամաբանություն ունեն: Այդ մասին լրագրողների հետ ճեպազրույցի ժամանակ ասաց ՀՀ փոխվարչապետ Մհեր Գրիգորյանը՝ անդրադառնալով հարցին, թե Հայաստանի և Ադրբեջանի սահմանազատման հարցերով զբաղվող հանձնաժողովների միջև, ի վերջո, պայմանավորվածություն ձեռք բերվե՞ց, թե որ քարտեզների հիման վրա պետք է սահմանազատումը կատարվի:
«Իրականության մեջ դելիմիտացիայի գործընթացը միայն քարտեզների հետ աշխատանք չէ: Դելիմիտացիայի գործընթացը նախ և առաջ իրավական հիմքի և հենքի բացահայտումն է, որի վրա կազմվել է այս կամ այն քարտեզը, ընդ որում՝ ամեն մարմին չէ, որ իրավունք ունի կամ իրավունք է ունեցել Խորհրդային Միության ժամանակ ընդհանրապես քարտեզ կազմելու կամ քարտեզ տպագրելու: Բայց այս բոլոր նյուանսները, որոնք ես ասում եմ, շատ կարևորն են, և պետք է հասցեագրել մեր աշխատանքներում:
Իրավական հենքի հետ կապված՝ ես կարծում եմ՝ արձանագրված բարձր մակարդակի պայմանավորվածություններ կան, մասնավորապես՝ Պրահայի և Սոչիի, որտեղ հստակ հղում կա Ամլա Աթայի հռչակագրի վրա»,- ասաց փոխվարչապետը, ապա պարզաբանեց՝ դա նշանակում է, որ պետք է գործ ունենանք 1991 թվականի դեկտեմբերի դրությամբ քարտեզների ինդենտիֆիկացիայի հետ, որի արդյունքում կվերարտադրվի սահմանի գիծը:
