Գործող վարչախումբը մեծ արագությամբ պատրաստվում է Սահմանադրության փոփոխության հանրաքվե իրականացնելուն։ Արդարադատության նախարարությունն օրերս սահմանադրական բարեփոխումների խորհրդի և հանձնաժողովի համատեղ նիստ է անցկացրել, որոշել Նիկոլ Փաշինյանի մասնակցությամբ քննարկում կազմակերպել սահմանադրական փոփոխությունների գործընթացի շուրջ։ Մեր աղբյուրների տեղեկացմամբ՝ այդ քննարկմանը Փաշինյանին ներկայացվելու է հանրությանն առաջարկվելիք Սահմանադրության սևագիր տեքստը, որի վրա աշխատելու չափազանց կարճ ժամանակահատված է տրմադրվելու։

«Քաղաքացիական պայմանագիրը» գրեթե պատրաստել է իր պատկերացրած և Թուրքիայի ու Ադրբեջանի կողմից պարտադրվող Սահմանադրության նախագիծը, որն էլ փորձելու են անցկացնել, ընդ որում Քաղպայմանագրում արդեն իսկ խոսում են Սահմանադրական հանրաքվեն մայիսի վերջ, հունիսի սկիզբ անցկացնելու հնարավորության մասին, ավելին կատակով նշում, որ կարող են այդ հանրաքվեն անցկացնել հենց հունիսի սկզբին՝ Նիկոլ Փաշինյանի ծննդյան օրը։ Ընդ որում իշխանությունը պատրաստվում է հենց այդ օրն անցկացնել արտահերթ խորհրդարանական ընտրությունները՝ հասկանալով, որ սահմանադրական փոփոխություններն առանձին անցկացնելու դեպքում մասնակցության տոկոսը չափազանց ցածր է լինելու, իսկ հանրաքվեի ակնհայտ, «ապաշքյարա» կեղծումը կարող է լուրջ խնդիրներ հարուցել իրենց իսկ համար, ուստի և փորձելու են երկուսը մեկում իրականացնել, նախ անհրաժեշտ մասնակցության տոկոս ապահովելու, ինչպես նաև Ազգային ժողովի ընտրություններում հաղթանակ տանելու համար։ Փաշինյանն այդ նպատակով նաև քաղտեխնոլոգներ է հրավիրել արտերկրից, որոնք էլ մշակելու են քարոզարշավի ընդհանուր եզրաբանությունը և փորձելու են հանրությանը համոզել, որ ովքեր դեմ կլինեն նոր Սահմանադրությանն ու ՔՊ-ին, կողմ են պատերազմին։
