Օրենքն ասում է, որ եթե ես ստանամ տեղեկատվություն, որ մարդը ՀՀ քաղաքացի է, աշխատել է այլ երկրում, ստացել է եկամուտ, բայց ավելի քիչ հարկ է վճարել, քան Հայաստանում, այդ տարբերությունը Հայաստանում պետք է հարկվի: Այս մասին, այսօր՝ փետրվարի 19-ին, ԱԺ-ում լրագրողների հետ զրույցում նշեց ԱԺ ֆինանսաբյուջետային հանձնաժողովի նախագահ, ՔՊ-ական պատգամավոր Գեւորգ Պապոյանը՝ անդրադառնալով նրան, որ «խոպանից» վերադարձածներին ծանուցագիր է ուղարկվել, որ իրենք հարկեր պետք է վճարեն դրսում ստացած եկամուտների համար:
«Հակառակն էլ կա, եթե այլ երկրներից գալիս են Հայաստանում աշխատում են, հարկ են վճարում, եւ եթե իրենց երկրում եկամտային հարկն ավելի բարձր է, իրենք այդ տարբերությունն իրենց երկրում են վճարում: Այս օրենքը եղել է վաղուց եւ կիրառվել է:
Ինչու է հարցն այսօր զգայուն դարձել, որովհետեւ արտագնա աշխատանքի մեկնող քաղաքացիների դեպքում ԵԱՏՄ համաձայնագիրը բոլոր երկրների համար պարտադիր սկսել է ուժի մեջ մտնել: Այսինքն կամ մենք պետք է ԵԱՏՄ-ից դուրս գանք, կամ հայտարարենք, որ ԵԱՏՄ-ի այդ կանոնը չենք կիրառում, ինչը նույնպես խնդիր է»,-ասաց նա:
Պապոյանի խոսքով, եթե դու Ռուսաստանում 6 ամսից ավելի շատ ես աշխատում, այնտեղ եկամտային հարկը ավելի ցածր է, քան Հայաստանում. «Մինչեւ 6 ամիս աշխատելու դեպքում, եկամտային հարկն ավելի բարձր է, քան Հայաստանում: Դրա համար, եթե գալիս են ՌԴ-ից այստեղ 2-3 ամիս աշխատում են, Ռուսաստանն է ասում, դուք Հայաստանում քիչ եք վճարել, պետք է մի հատ էլ մեզ վճարեք:
Հիմա մենք մտել ենք մի համակարգի մեջ, որ այդ կանոններով պետք է խաղանք, կամ էլ պետք է ասենք՝ էդ կանոնով չենք խաղում: Նախ մյուսները պետք է համաձայնեն, որ դու այդ կանոնով չխաղաս:
Ես գիտեմ, որ այս պահին ՊԵԿ-ը ոչ մի վարչարարություն չի իրականացնում, ընդամենը ծանուցում է ուղարկում»,-ասաց նա:
