ՀՀ ներկայացուցիչը՝ ՄԱԿ ԱԽ-ում․ Ադրբեջանը մտադիր չէ պահպանելու միջազգային իրավունքը

Հայաստանի մշտական ներկայացուցիչ Մհեր Մարգարյանը ՄԱԿ Անվտանգության խորհրդում «Կլիմայի փոփոխության և պարենային անապահովության ազդեցությունը միջազգային խաղաղության և անվտանգության վրա» խորագրով հանդիպման ժամանակ ունեցած ելույթում, անդրադառնալով փետրվարի 13–ի միջադեպին, ասել է, որ այդպիսի սադրանքները հերթական անգամ ապացուցում են, որ Ադրբեջանը մտադրություն չունի պահպանելու միջազգային իրավունքը։
Մհեր Մարգարյանն իր ելույթում շեշտել է պարենային ռեսուրսների շահագործման և սովահարությունը որպես պատերազմի գործիք կիրառելու անթույլատրելիությունը՝ ընդգծելով, որ նման գործողություններով ոտնահարվում է միջազգային հումանիտար իրավունքը, որի կոպիտ խախտում է հանդիսանում նաև հակամարտություններից և ճգնաժամային իրավիճակներում հայտնված բնակչությանը հումանիտար աջակցությանը խոչընդոտելը։ Հայաստանի դեսպանը հիշատակել է Ադրբեջանի կողմից բնապահպանական կեղծ օրակարգի քողի ներքո Լեռնային Ղարաբաղի բնակչությանը ամիսներ շարունակ ապօրինի շրջափակման ներքո պահելը, ինչպես նաև հետագա լայնածավալ հարձակումը և որպես հետևանք՝ հայ բնակչության զանգվածային բռնի տեղահանությունն ու էթնիկ զտումը։
Անդրադառնալով Ադրբեջանի կողմից միջազգային իրավունքի շարունակական խախտումներին՝ դեսպան Մարգարյանը նշել է, որ դատապարտելի է Ադրբեջանի կողմից փետրվարի 13-ին Հայաստանի տարածքի նկատմամբ ռազմական ուժի կիրառումը, որը հանգեցրել է մարդկային կյանքի կորուստների։
Նա ընդգծել է, որ ՄԱԿ-ը և Անվտանգության խորհուրդն առանձնահատուկ պատասխանատվություն են կրում միջազգային անվտանգության և իրավունքի գերակայության պահպանման գործում»,- ասված է հաղորդագրության մեջ։
ՀՀ ԱԳՆ–ն խստրեն դատապարտել է ռազմական սադրանքների դիմելու ադրբեջանական գործողությունները և կոչ արել Բաքվին զերծ մնալ իրավիճակն ապակայունացնող քայլերից և վերադառնալ բանակցությունների: Նշվում է, որ ուժի կիրառման գործողություններին նախորդել էին Ադրբեջանի ռազմաքաղաքական ղեկավարության ռազմատենչ հայտարարությունները, ինչպես նաև վերջին օրերի տեղեկատվական-քարոզչական նախապատրաստական աշխատանքները:
Փետրվարի 13-ին՝ ժամը 05:30-ից սկսած, Ադրբեջանի ԶՈւ ստորաբաժանումները հրաձգային զենքերից կրակ են բացել Ներքին Հանդի հատվածում տեղակայված հայկական դիրքերի ուղղությամբ, որի հետևանքով հայկական կողմն ունի 4 զոհ, 1 վիրավոր։ Պաշտպանության նախարարությունը նաև հերքել է ադրբեջանական կողմի ապատեղեկատվությունը։
