Արտագնա աշխատանքի մեկնածներին ՊԵԿ-ը սկսել է հարկել․ 1005 ծանուցում է ուղարկվել

Ռուսաստանի Դաշնություն և ԱՊՀ այլ երկրներ արտագնա աշխատանքի մեկնած հայաստանցիները փաստի առաջ են կանգնել։ Հազարավոր քաղաքացիներ, որոնք աշխատելու նպատակով Ռուսաստան են մեկնել, գումար վաստակել, ապա վերադարձել Հայաստան, նամակներ են ստացել ՊԵԿ-ից, որ 100 հազար դրամից մինչև մեկ միլիոն դրամ հարկային պարտավորություն ունեն և պետք է վճարեն այդ գումարները։
Նման բովանդակությամբ նամակներ ստացած քաղաքացիներից մեկը «Հետք»-ին է ներկայացրել ՊԵԿ-ի ծանուցումը և հայտնել, որ 2022 թ․-ին ՌԴ-ում աշխատելու շրջանում վճարել է այնտեղի բոլոր հարկերը, իսկ եկամուտն ուղարկել է տուն՝ Հայաստան, որ ընտանիքի անդամները հոգան սոցիալական կարիքները։ Նրա մտքով չի անցել, որ արտագնա աշխատանքից ստացած եկամուտը նաև Հայաստանում պետք է հարկվի, քանի որ նման բան երբևէ չէր եղել։
ՊԵԿ հարկային տեղեկատվության և ռիսկերի վերլուծության վարչությունից ստացված նամակում նշված է եղել, որ հարկայինի տեղեկատվական բազայում առկա տվյալների համաձայն՝ նշված քաղաքացին ՌԴ ռեզիդենտ կազմակերպությունից 2022 թ․-ին ստացել է 758 հազար 622 ռուբլի աշխատավարձ, որից ՌԴ-ում վճարվել է 98 հազար 621 ռուբլի եկամտային հարկ։ ՊԵԿ-ից հայտնել են, որ Հայաստանից դուրս ստացված եկամուտը ենթակա է հարկման, որը 2022 թ․-ի 21 % եկամտահարկի դրույքաչափով կազմում է 393 հազար դրամ։
«Ելնելով վերոգրյալից առաջարկվում է սեղմ ժամկետներում հարկային մարմին ներկայացնել 2022 թ․-ի եկամտային հարկի և սոցիալական վճարի տարեկան հաշվարկ և վճարել արդյունքում առաջացած հարկային պարտավորությունները»,- նշված է Պետեկամուտների կոմիտեից քաղաքացուն ուղարկված ծանուցման մեջ, որում հատուկ ընդգծում կա Հայաստանի և Ռուսաստանի կառավարությունների միջև կնքված՝ կրկնակի հարկումը բացառելու համաձայնագրի մասին։ Այսինքն, ըստ ՊԵԿ-ի, այս գործընթացը կրկնակի հարկում չէ։
Պարզաբանումներ ստանալու նպատակով գրավոր հարցմամբ դիմեցինք Պետեկամուտների կոմիտե, որտեղից հայտնեցին, որ ԱՊՀ կառավարությունները 2018 թ․-ին Աստանայում կնքել են մի համաձայնագիր, որով էլեկտրոնային եղանակով հարկային տեղեկատվություն է փոխանցվում ԱՊՀ անդամ երկրներին։ Հայաստանն արձանագրությունը վավերացրել է 2020 թ․-ի փետրվարին։ Հենց այդ արձանագրության շրջանակում էլ ՊԵԿ-ը ստացել է ֆիզիկական անձանց եկամուտների մասին տեղեկատվությունը և սկսել է գումարային պահանջներ ներկայացնել։
Ստացված տեղեկատվության համաձայն՝ դուրս է բերվել ՀՀ ռեզիդենտ հանդիսացող այն ֆիզիկական անձանց վերաբերյալ տվյալներ, որոնք Հայաստանի օրենսդրության համաձայն ենթակա են հարկման, սակայն սահմանված ժամկետներում հարկային մարմին չեն ներկայացրել հաշվետու ժամանակահատվածի հաշվարկները և չեն վճարել հարկերը։
ՊԵԿ-ն արդեն ծանուցել է 1005 ֆիզիկական անձի, որոնցից պահանջում է ընդհանուր առմամբ 187 միլիոն դրամ։ 2020 թ․-ին ստացած եկամուտների մասով ծանուցվել է 122 ֆիզանձ, որոնցից պահանջվում է 21.3 միլիոն դրամ։ 2021 թ․-ին ստացած եկամուտների մասով ծանուցվել է 96 ֆիզանձ, որոնցից պահանջվում է 13.2 միլիոն դրամ: 2022 թ․-ին ստացած եկամուտների մասով՝ 787 ֆիզանձ, որոնցից պահանջվում է 153.3 միլիոն դրամ:
Ուշագրավ է, որ քաղաքացիները ժամանակին չեն իրազեկվել ընդունված արձանագրության մասին, որը պետք է ՊԵԿ-ը իրականացներ։
