«Փաստ» օրաթերթը գրում է.

Շրջակա միջավայրի նախարարությունը հանրային քննարկման է ներկայացրել կառավարության որոշման նախագիծ «Վայրի կենդանիների՝ ազատ պայմաններում վերաբնակեցման կարգը սահմանելու մասին»: Նշվում է, որ ներկայում չկա որևէ իրավական ակտ, որը կկանոնակարգի Հայաստանի տարածքում վայրի կենդանիների՝ ազատ պայմաններում վերաբնակեցման գործընթացը, մինչդեռ շրջակա միջավայրի պահպանության, էկոհամակարգերի հավասարակշռության վերականգնման, կենդանական տեսակների պահպանության, կենսաանվտանգության, ինչպես նաև կենսամիջավայրերում կենդանական տեսակների վերականգնման տեսանկյունից այս գործընթացի կանոնակարգումը ոլորտի ռազմավարական առաջնահերթ ուղղություններից է:

Տարիների ընթացքում մշակվել և իրականացվել են վերաբնակեցման մի շարք ծրագրեր, որոնց իրականացման գործընթացում սահմանված չեն եղել մեկ միասնական մոտեցման, պայմանների և պահանջների սահմանման սկզբունքներ։ Շատ հաճախ, վերաբնակեցման գործընթացի կարևորությունը չգիտակցելով, անհատ անձինք և կազմակերպություններն իրականացնում են կենդանական տեսակների՝ վայրի բնություն վերաբնակեցնելու աշխատանքներ, հիմքում դնելով վերաբնակեցման նպատակ: Սակայն սա բազմաթիվ ռիսկեր և խնդիրներ ունի։

Հայաստանի տարածքում վերաբնակեցման կանոնակարգման համար հիմք է կենդանական աշխարհն ուսումնասիրող սուբյեկտների կողմից «Կենդանական աշխարհի մասին» օրենքի 11-րդ հոդվածով սահմանված կարգով լիազոր մարմնի տրամադրած կենդանական աշխարհի ուսումնասիրությունների արդյունքների վերաբերյալ դրական եզրակացությունը: Լիազոր մարմնի տրամադրած թույլտվությամբ իրականացվում է վերաբնակեցում: Նախագծով նախատեսվում է սահմանել հստակ ընթացակարգ, ինչի համաձայն Հայաստանի տարածքում վերաբնակեցումն իրականացվում է յուրաքանչյուր կենդանական տեսակի համար կազմված ծրագրով՝ բացառությամբ կառավարության հաստատած ծրագրերի։

Նախագծով կկարգավորվեն ոլորտում առկա իրավական բացերը, կներդրվի վերաբնակեցման թույլտվության մեխանիզմ, որով գործընթացը կլինի կառավարելի և վերահսկելի լիազոր մարմնի կողմից: Արդյունքում կապահովվի վերաբնակեցվող կենդանական տեսակների պոպուլ յացիաների վերականգնումը համապատասխան բնակմիջավայրերում, ինչն էլ կնպաստի էկոհամակարգի կայունությանը:
