Գործող վարչախումբը ողջ թափով պատրաստվում է Սահմանադրությունը փոխելուն, ընդ որում, մինչ իշխանությունները փորձում են տեղեկություններ տարածել, թե նոր Սահմանադրության որևէ նախագիծ գոյություն չունի, ՔՊ մեր աղբյուրի փոխանցմամբ՝ սահմանադրական բարեփոխումների խորհուրդը, ավելի շուտ դրա մի մասը, վերջին ամիսներին գաղտնի կերպով աշխատել են նոր Սահմանադրության ամբողջական փաթեթի վրա, ընդ որում Փաշինյանը հանձնարարել է ուշադրություն դարձնել հատկապես Անկախության հռչակագիրը հեռացնելու, Հայ առաքելական եկեղեցու գերակա դիրքը նսեմացնելու, ինչպես նաև նոր խորհրդանիշներին։

Գործող վարչախումբն ամեն ինչ փորձում է անել ոչ միայն Սահմանադրությունը, այլև Հայաստանի Հանրապետության բոլոր խորհրդանիշները փոխելու ուղղությամբ։

Ռուսական շրջանակների հետ կապ ունեցող մասնագետները շատ ավելի հաճախ են հանդիպել և քննարկել, նոր Սահմանադրությունը։ Ի դեպ մի քանի անդամներ, որոնք բավականին լուրջ իրավաբաններ են համարվում, նոր Սահմանադրության վերաբերյալ Փաշինյանի հայտարարություններից անակնկալի են եկել և չի բացառվում, որ մի քանիսը հրաժարվեն ընդհանրապես այդ հանձնաժողովում աշխատելուց՝ հասկանալով, որ իրականում իշխանությունն իրենց փաստի առաջ է կանգնեցնում խաբելով։

Այդուհանդերձ, իշխանությունը բավականին լուրջ միջոցներ է մտադիր ծախսել նոր Սահմանադրության ընդունման վրա և արդեն իսկ ձևավորում է այսպես կոչված «Այո»-ի շտաբը, որտեղ իշխանությունը լուրջ միջոցներ է ներդնելու, ընդ որում հայտնի է, թե ինչ լոզունգ են ընտրելու «Այո»-ի շտաբում .«Ով դեմ է Սահմանադրությունը փոխելուն, կողմ է պատերազմին»։ Այս կերպ իշխանությունը փորձում է ահաբեկել հանրությանը և առաջ մղել թուրք-ադրբեջանական նարատիվները։
