Փաշինյանը ներկայացրել է Հռոմի ստատուտին Հայաստանի միանալու պատճառները

Հայաստանի Հանրապետությունը Հռոմի ստատուտին (կանոնադրություն) միանալու գործընթացը սկսել է 2022 թվականի դեկտեմբերին, և այդ որոշումը կախված է եղել երկրի անվտանգային միջավայրի փոփոխությունների գնահատումից:
«Արմենպրես»-ի հաղորդմամբ՝ այս մասին բրիտանական «The Telegraph»-ին տված հարցազրույցում ասել է ՀՀ վարչապետ Նիկոլ Փաշինյանը՝ խոսելով Հռոմի ստատուտին միանալու պատճառների ու ՌԴ նախագահ Վլադիմիր Պուտինին ձերբակալելու հարցերի մասին:
«Մենք Հռոմի կանոնադրությունը վավերացրել ենք, այդ թվում՝ 2022 թվականի սեպտեմբերյան պատերազմի հետևանքները վերլուծելով և արձանագրելով, որ մեր անվտանգային համակարգում որոշակի ճեղքեր են առաջացել: Այդ առումով, մենք նաև Հռոմի կանոնադրությունը վավերացրել ենք որպես մի լրացուցիչ գործոն՝ Հայաստանի անվտանգության մակարդակը բարձրացնելու համար: Ես հասկանում եմ, որ ժամանակաշրջանը բարդ է եղել, հենց դրա համար էլ մենք այդ որոշումը կայացրել ենք: Այդ որոշումը ծառայում է Հայաստանի անվտանգության մակարդակի բարձրացմանը»,- ընդգծել է վարչապետը:
Անդրադառնալով դրա իրավաբանական նրբություններին՝ նա ասել է, որ դա իրավաբանների գործն է:
Նրա խոսքով՝ Հայաստանը՝ որպես պատասխանատու պետություն, պետք է հավատարիմ մնա իր բոլոր միջազգային պարտավորություններին, այդ թվում՝ այն պարտավորություններին, որոնք ունի Ռուսաստանի Դաշնության հետ հարաբերություններում, այն պարտավորություններին, որոնք ունի միջազգային հանրության հետ հարաբերություններում:
«Իմիջիայլոց, այդ թեմայով նաև ամենատարբեր կարծիքներ, իրավական վերլուծություններ կան, և, մասնավորապես, քիչ չեն այն իրավաբանները, ովքեր ասում են, որ պետության գործող ղեկավարներն իրենք այդ կարգավիճակի բերումով ունեն անձեռնմխելիություն, անհաղթահարելի անձեռնմխելիություն: Նկատի ունեմ՝ դա իրավական խնդիր է, քաղաքական հարց չէ, որը ես պետք է քննարկեմ և որին պետք է արձագանքեմ»,- ավելացրել է Փաշինյանը:
Նա շեշտել է, որ 2018 թվականից հետո Հայաստանում շատ լայնածավալ ժողովրդավարական բարեփոխումներ են սկսվել, և ինքը չի որոշումներ կայացնում՝ ում ձերբակալել, ում՝ ոչ. ամեն ինչ լուծվում է իրավական ընթացակարգերով:
«Հայաստանում իրավակարգ կա հաստատված, կան իրավական ինստիտուտներ, և, բոլոր դեպքերում, Հայաստանի իրավական ինստիտուտներն են կայացնում որոշումներ: Դրա համար մենք ունենք Դատախազություն, դրա համար մենք ունենք դատարաններ, դրա համար մենք ունենք Քննչական կոմիտե և այդպես շարունակ։ Շատ կարևոր է, որ նաև Արևելյան գործընկերության անդամ լինելով՝ Հայաստանի Հանրապետությունն առանձնանում է հատկապես անկախ դատական համակարգ ունենալու ինստիտուցիոնալ բարեփոխումների տրամաբանության մեջ»,- ասել է Փաշինյանը:
