Արևմուտքի լռության ֆոնին՝ ՌԴ-ն բարձրաձայնում է արցախցիների իրավունքների և անվտանգության հարցը
ANALYSISՏԱՍՍ գործակալության հետ զրույցում ՌԴ արտաքին գործերի փոխնախարար Միխայիլ Գալուզինը բավական ուշագրավ հայտարարություններով է հանդես եկել: Նա, մասնավորապես, նշել է, որ Ռուսաստանը պատրաստ է աջակցել Ղարաբաղի հայերի վերադարձին՝ ապահովելով նրանց իրավունքները և անվտանգությունը։ «Ցավոք, Ղարաբաղի հայերի մեծ մասը լքել է տարածաշրջանը։ Դա նրանց դժվար, բայց կամավոր ընտրությունն էր։ Այս առումով կարևոր է պայմաններ ստեղծել ցանկացողների վերադարձի համար՝ պատշաճ կերպով ապահովելով նրանց իրավունքներն ու անվտանգությունը»,- ասել է նա։ «Մենք պատրաստ ենք ամեն հնարավոր օգնություն ցուցաբերել այս գործընթացին, այդ թվում՝ ռուսական խաղաղապահ կոնտինգենտի միջոցով, որի ներկայությունը մեծ նշանակություն ունի»,- հավելել է դիվանագետը։
Գալուզինը ևս մեկ ուշագրավ հայտարարություն է արել՝ նշելով, որ թեև հայկական կողմը դեռ 2022 թվականի հոկտեմբերին Պրահայում ԵՄ հովանու ներքո կայացած գագաթնաժողովում է ճանաչել Ադրբեջանի տարածքային ամբողջականությունը՝ ներառյալ Ղարաբաղը, միաժամանակ, այն ժամանակ չէր լուծվել տարածաշրջանի հայ բնակչության իրավունքների ու անվտանգության ապահովման հարցը:
Այսինքն՝ ստացվում է, որ ի տարբերություն Արևմուտքի և արևմտյան բարձրաստիճան պաշտոնյաների, որոնք արցախցիների Արցախ վերդառնալու, նրանց անվտանգության և իրավունքների հարցը վերջնականապես փակված են համարում, ՌԴ-ն ԱԳՆ նախարարի տեղակալի մակարդակով հայտարարում է, որ այդ հարցը դեռևս օրակարգում է՝ անգամ չնայած այն հանգամանքին, որ Փաշինյանը Պրահայում ճանաչել է Արցախը որպես Ադրբեջանի մաս: Փաստենք նաև, որ արցախցիների հնարավոր վերադարձը Արցախ կարող են երաշխավորել միայն ռուս խաղաղապահները, որոնք այսօր էլ գտնվում են Արցախում: ԵՄ–ն կամ ԱՄՆ–ն չունեն լծակներ, որոնցով կկարողանային ճնշում բանեցնել Իլհամ Ալիևի վրա, բացի այդ Արևմուտքը, հաշվի առնելով էներգետիկ կախվածությունը Բաքվից, չունի նաև նման ցանկություն: Հետևաբար, ՌԴ ԱԳՆ նախարարի տեղակալի նման հայտարարության ֆոնին պետք է փաստենք, որ եթե ՀՀ իշխանություններն առաջնորդվեին ոչ թե Արևմուտքի ասեղը թելելով, այլ Հայաստանի և Արցախի շահերով, ապա անպայմանորեն կօգտվեին ընձեռված հնարավորություններից:
