Հաագայում միջազգային քրեական դատարանում երեկ տեղի է ունեցել Հայաստանի անդամակցությանը նվիրված միջոցառում, որին մասնակցել է նաև Արարատ Միրզոյանը, հայտարարել, թե Հռոմի ստատուտը և ՄՔԴ-ն կարող են դառնալ հետագա ցեղասպանությունները կանխելու, էսկալացիաները դադարեցնելու լուրջ հնարավորություն։

Մինչ գործող իշխանությունները նման միջոցառումներով և ներկայացումներով փորձում են հանրությանը համոզել Հռոմի ստատուտին միանալու իրենց քայլի արդարացված լինելու մեջ, «Միջազգային և համեմատական իրավունքի կենտրոնի» նախագահ, իրավապաշտպան Սիրանուշ Սահակյանն ահազանգում է, որ Ադրբեջանը Հայաստանից պահանջում է հրաժարվել միջպետական բոլոր գանգատներից։ Ըստ իրավապաշտպանի՝ Հայաստանը հնարավորություն ունի ՄԱԿ-ի միջազգային դատարանում պատանդառության կոնվենցիայի հիմքով գանգատ ներկայացնել։

Թե՛ նախկինում ռազմագերիները, թե՛ ներկայումս, հատկապես Արցախի բարձրաստիճան ղեկավարները, առավելապես ունեն առևանգվածի, պատանդի կարգավիճակ, և նրանց պատանդառությունը կապված է քաղաքական օրակարգերի բավարարման պահանջների հետ։ Սա, ըստ իրավապաշտպանի, շատ ազդեցիկ միջոց կլիներ, սակայն Հայաստանը նոր միջպետական գանգատներ չի ներկայացնում և այդ հարցում Հայաստանի իշխանությունները ենթարկվում են ադրբեջանական ճնշումներին։ Որ գործող իշխանությունները բազմաթիվ հարցերում անցել են Ադրբեջանի պահանջների կատարմանը, որևէ մեկը չի կասկածում, սակայն առնվազն միջազգային իրավական կառույցներ դիմեու հարցում, 44-օրյա պատերազմից հետո, Հայաստանը բավական ակտիվ է եղել, ընդ որում միջազգային իրավական հարցերով Հայաստանի ներկայացուցիչը, ի տարբերություն գործող իշխանությունների այլ պաշտոնյաների, չափազանց ակտիվ և լուրջ դրական դեր է կատարել այս ուղղությամբ, ուստի առնվազն տարօրինակ է այսօր, որ Ադրբեջանի նման պահանջները կատարվում են, իսկ նոր գանգատներ չեն ներկայացվում։

Այս կերպ Ադրբեջանը փորձում է զերծ պահել հետագա իրավական խնդիրներից, մինչդեռ հենց Հայաստանի իշխանություններն էին Հռոմի ստատուտը ներկայացնում որպես Ադրբեջանի ռազմական հանցագործությունները պատժելու լուրջ գործիք։
