ՊՆ համակարգի զինծառայողների հիփոթեքային վարկավորման ծրագրից օգտվելու ժամկետը երկարաձգվում է մինչև 2024 թ. մարտի 31-ը ներառյալ. «Փաստ»

«Փաստ» օրաթերթը գրում է.
Պաշտպանության նախարարությունն առաջարկում է փոփոխություն կատարել կառավարության 2019 թ. օգոստոսի 22-ի N 1091-Ն որոշման մեջ: Նախագծի ընդունումը պայմանավորված է պաշտպանության նախարարության համակարգի զինծառայողների հիփոթեքային վարկավորման ծրագրի շրջանակներում 2023 թ.-ի համար ծրագրին մասնակցելու իրավունք ստացած զինծառայողների կողմից այդ իրավունքը իրացնելու հնարավորություն ստեղծելու անհրաժեշտությամբ:
«Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենքի 65-րդ հոդվածի 2-րդ մասի համաձայն՝ կառավարության 2019 թ.-ի օգոստոսի 22-ի N 1091-Ն որոշմամբ 2020 թ.-ից իրականացվում է ՊՆ համակարգի սպայական և ավագ ենթասպայական կազմերի պայմանագրային զինծառայողների կողմից բնակարան կամ բնակելի տուն ձեռք բերելու կամ բնակելի տուն կառուցելու նպատակով մատչելի և արտոնյալ պայմաններով երկարաժամկետ հիփոթեքային վարկավորման ծրագիր՝ տարեկան 500 զինծառայողի հաշվարկով:
Կառավարության 2023 թ.-ի մայիսի 18-ի N 786-Ն որոշմամբ 2023 թ.-ի դիմում-հայտ ներկայացրած, սակայն վիճակահանության արդյունքներով ծրագրում չընդգրկված ՊՆ համակարգի զինծառայողները նույնպես ընդգրկվել են 2023 թ.-ի հիփոթեքային վարկավորման ծրագրում: 2023 թ.-ի ընթացքում վիճակահանության իրականացումից հետո Հայաստանի սահմանների շուրջ ստեղծված իրավիճակով ու դրանից ելնելով այլ գործընթացներով պայմանավորված, ինչպես նաև կառավարության 2023 թ.-ի մայիսի 18-ի N 786-Ն որոշմամբ ծրագրում կատարված փոփոխությունները հանգեցրել են ծրագրի՝ 2-3 ամսով ընթացքի դանդաղեցման, որի արդյունքում ՊՆ համակարգի զինծառայողների մեծ մասը չի կարողացել իրացնել իրենց ընձեռված բնակելի անշարժ գույք գնելու իրավունքը:
Արդյունքում 2023 թ.-ի համար հատկացված 953 տեղեկանքների հիման վրա բնակարան կամ բնակելի տուն ձեռք բերելու պայմանագրեր են կնքել ընդամենը 510 շահառու, ևս 28 շահառուի հատկացված է կանխավճար, իսկ 415 շահառու չի կարողացել իրացնել իր իրավունքը: Այդ նպատակով անհրաժեշտություն է առաջացել երկարաձգել 2023 թ.-ի համար տրված տեղեկանքների գործողության ժամկետը: Որոշման նախագծի համաձայն 2023 թ.-ի համար նախատեսված հիփոթեքային վարկավորման ծրագրից օգտվելու ժամկետը երկարաձգվում է մինչև 2024 թ.-ի մարտի 31-ը ներառյալ:
