ԱՏՁՄ համագումարն անցնելու է թեժ մթնոլորտում

«Առաջատար տեխնոլոգիաների ձեռնարկությունների միությունն» այսօր համագումար է անելու, որը ոչ թե պարզապես հասարակ, այլ հաշվետու համագումար է, նաև, որ ընտրություններ են լինելու, գործադիր մարմին են ընտրելու։ Ընդ որում համագումարը ԱՏՁՄ-ն անցկացնում է չափազանց բարդ շրջանում, թե՛ ոլորտի, և թե՛ մասնավորապես միության համար։ Ըստ էության, միության բազմաթիվ անդամներ համարում են, որ վերջին մեկ տարին բավական լուրջ ձախողումների տարի է եղել, և այդ հանգամանքը լրջորեն արտացոլվում է ներսի տրամադրությունների վրա։

Շաբաթներ առաջ ԱՏՁՄ-ն նոր հայեցակարգ է քննարկել, որը բավականին թեժ է ընթացել։ Շատերը համարում են, որ Կարեն Վարդանյանի մահից հետո ձևավորված նոր ղեկավարությունը չափազանց անհաջող է գործում, արդյունքներ չի տալիս։ Ամենամեծ ձախողումը տեղի է ունեցել «Արմաթ» լաբարատորիաների նախագծում։ Նախկինում տարեկան հարյուրներով այդպիսի լաբարատորիաներ էին բացվում, իսկ անցած տարվա ընթացքում միայն 30-ն է բացվել։

Ձախողված է համարվում նաև «Դիջիթեք» ցուցահանդեսը, որին անցած տարի չափազանց սակավ մասնակցություն է եղել։ Արդյունքում ԱՏՁՄ անդամները համարում են, որ բոլոր այս ձախողումները գործադիր մարմնի և տնօրենի ձախողումներն են։ Կարծում են, որ գործող տնօրենը չի կարողանում պաշտպանել ոլորտի շահերը, այլ ընդհակառակը հարմարվում է օրվա իշխանությունների պահանջին։ Թիմը, որը պետք է ծրագրեր իրականացներ, հիմնականում գրանտների վրա մեծացած անձինք են, որոնք շատ դեպքերում սովոր չեն ինքնուրույն աշխատել և, ուստի, պատահական չէ, որ գրանտային ծրագրերով սնվող սորոսականներին հատկապես աջակցում են դրսի կապիտալով ընկերությունները, որոնք հանձնարարությունները ստանում են հենց դրսից։ Այսօր հայտնի կդառնա, թե ով է ղեկավարելու ԱՏՁՄ-ն և ինչ հայեցակարգով է այն զարգանալու։ Արդյոք կկարողանա՞ դառնա համակարգաստեղծ կառույց, ինչպես նախկինում էր, թե՞ կշարունակի մնալ գործող իշխանությունների ձախողված կցորդը։
