Հայաստանում նոր Սահմանադրության շուրջ քննարկումները շարունակվում են։ Հասարակությունը և ընդդիմադիր ուժերը փաստարկում են, որ գործող վարչախումբը Նիկոլ Փաշինյանի գլխավորությամբ, հատուկ է նախաձեռնել նոր Սահմանադրություն ընդունելու շուրջ քննարկումները՝ տուրք տալով թուրք-ադրբեջանական տանդեմի պահանջներին, ընդ որում վարչախումբը չի էլ թաքցնում, որ Անկախության հռչակագրից Սահմանադրության նախաբանի հանումը, որտեղ ամրագրված էր Անկախության հռչակագիրը, հենց իրականացվում է Ադրբեջանի պնդմամբ։

Նախօրեին Ադրբեջանի ԱԳՆ խոսնակ Այխան Հաջիզադեն հաստատել էր, որ տևական ժամանակ Հայաստանի գործող իշխանությունների հետ քննարկում են նոր Սահմանդրության հարցը, քանի որ Ադրբեջանը լուրջ վտանգ է տեսնում գործող Սահմանադրության կիրառման պրակտիկայում։ Միևնույն ժամանակ խնդիրը միայն թուրք-ադրբեջանական տանդեմի մեջ չէ, Ադրբեջանը, նշենք, ցանկանում է Հայստանի Սահմանադրությունից հանել տալ հռչակագրի այն հատվածը, որ Լեռնային Ղարաբաղը միանում է Հայաստանի Հանրապետությանը, Թուրքիային էլ հատկապես մտահոգում է անկախության հռչակագրում ցեղասպանության միջազգային ճանաչման հասնելու դրույթը։ Պահանջներ ունեն ոչ միայն Թուրքիան և Ադրբեջանը, այլ նաև Եվրամիությունը և ԱՄՆ-ն։

Ըստ լավատեղյակ աղբյուրների՝ Արևմուտքը պարտադրում է, որ Հայաստանը նոր Սահմանադրություն ընդունի, որտեղ ամրագրի, որ այլևս երբեք որևէ ռազմական բլոկի չի պատկանելու և ՀՀ տարածքում չեն կարող լինել օտար զինված ուժեր, սա առաջին հերթին ուղղված է հենց Հայաստանում ռուսական 102-րդ ռազմակայանի դեմ։ Նոր Սահմանադրությամբ Արևմուտքը փորձում է Հայաստանին զրկել ռուսական ռազմակայանի ներկայությունից, որևէ այլ երկրի ռազմական ուժեր տեղակայված լինել չեն կարող։ Թե, սա ինչ վտանգներ է իր մեջ պարունակում, նույնիսկ չարժե նշել։
