ՆԳՆ-ն իր կառուցվածքային փոփոխությունների շրջանակներում նոր ստորաբաժանում է հիմնում` իր մարզային կառույցներով, որտեղ նվազագույն աշխատավարձ է սահմանված 433 հզ դրամ (մաքուր):

«Նույն սկզբունքով, պարեկային ծառայություն հիմնելիս, նվազագույն աշխատավարձը, եթե չեմ սխալվում, սկսում է 270 հզ.-ից և կոչումով, հաստիքով պայմանավորված էականորեն աճում:
Իմ խնդիրն այստեղ այն չէ, որ հանցագործություն կանխող կամ հանցագործին վնասազերծող մարդը բարձր աշխատավարձ ստանա, հատկապես որ համակարգում «պատվերով ցուցմունք տվող» և «ցուցարար ծեծող» ոստիկաններից բացի կան մեծ թվով ծառայողներ, որոնք բացառապես զբաղված են օրենքով իրենց վերապահված գործառույթներով:
Բայց ես մեծ խնդիր ունեմ, որ նույնը` ավելի բարձր աշխատավարձով, չի արվում բանակում:
Նույն պարեկային ծառայության կամ քրեական ոստիկանության ձևով, 5-ամսյա դասեր անցկացրեք բանակի տարբեր օղակի անձնակազմի և հրամկազմի հետ և ավտոմատ բարձր աշխատավարձ սահմանեք:
Ինչո՞ւ է բանակում աշխատավարձը կախված ատեստացիայի` 4 քննության արդյունքներից և բավարար ստանալուց հետո միայն 3 տարվա համար է աշխատավարձն աճում, իսկ ոստիկանությունում 5-ամսյա կուրս է և ավտոմատ բարձրացում:
Ամենաբարձ պաշտոնյայից մինչև ֆեյսբուքյան նշանակության իշխանականները խոսում են պատերազմի մեծ հավանականության մասին, սակայն զինծառայողների աշխատավարձը կարճ ժամկետում բարձրացնելու և ըստ այդմ` համալրման մակարդակը կտրուկ բարձրացնելու փոխարեն, նույն մարդկային կապիտալը` նյութական մեծ շահագրգռվածությամբ, ուղղում են դեպի ոստիկանություն:
Մի քանի առիթով ՊՆ-ից հայտնում էին, թե ատեստացիայի հիմքում բանակի որակական հարցերն են` մոռանալով, որ համապատասպան պլաններով` որակական աճի բարելավման հարցերն ընդգրկված են ամենօրյա ուսուցման պրոցեսներում` ֆիզիկականից մինչև մարտավարական պատրաստություն:
Եթե իրենք իրենց իրականացման կամ վերահսկման գործառույթը պատշաճ չեն կատարում, ապա դրա պատասխանատուն իրենք են:
