Իրանագետ Վարդան Ոսկանյանը գրում է․

«Թուրքիայի խորհրդարանի պաշտպանության և անվտանգության հարցերով հանձնաժողովի նախագահ, այս երկրի պաշտպանության նախկին նախարար Հուլուսի Աքարը Բաքու կատարած այցի ժամանակ սպառնալիք է հնչեցրել Հայաստանի հասցեին՝ խոսելով այն մասին, որ որոշ երկրներ, իբր, ցանկանում են Հայաստանը վերածել արբանյակ կամ պրոքսի պետության, և եթե Երևանը գնա այդ ուղով, ապա դա կունենա ծանր հետևանքներ։

Տարածաշրջանը ճանաչողների համար ակնարկը շատ հստակ է՝ էրդողանական վարչախմբի ներկայացուցիչը, «որոշ երկրներ» ասելով, ակներևաբար նկատի ունի Իրանը, որը բոլոր մակարդակներում հսկայական ճնշում է բանեցնում հատկապես վիժեցնելու Հայաստանը փաստացիորեն մասնատելուն ուղղված «թուրանական միջանցքի» հեռագնա ծրագիրը։

Ակնհայտ է, որ հայ-իրանական հազարամյակների հարաբերությունները չեն կարող հանգիստ տալ ո՛չ Բաքվի, ո՛չ էլ վերջինիս օպերատոր էրդողանական վարչախմբերին՝ հատկապես, եթե հաշվի առնենք այդ հարաբերությունների քաղաքակրթական բնույթը և այն հսկայական հավելյալ ներուժը, որը դրանց կարող է հաղորդել մեկ այլ հսկա քաղաքակրթության՝ Հնդկաստանի, ներգրավումը։

Ինչպես պարսկական ասացվածքն է պնդում՝ «անհավատը բոլորի մասին իր հավատքով է դատում», և որովհետև Թուրքիայի համար Բաքվի վարչախումբն իրականում հենց պրոքսի-գործակատարի կարգավիճակ ունի՝ ընդ որում, սկսած 1918թ. առաջին անգամ արհեստածին Ադրբեջանի պատմության թատերաբեմում հայտնվելուց ի վեր, ապա այս թուրքական կարծարատիպը փորձ է կատարվում պրոյեկտել հայ-իրանական հարաբերությունների վրա՝ նպատակ ունենալով հնարավորին խաթարել դրանց խորացման և ռազմավարական մակարդակի բարձրացման յուրաքանչյուր հեռանկար»։
