«Երբ խոսք է գնում Արցախից բռնի տեղահանված հայերի կամ պարզապես Ադրբեջանի ցեղասպան քաղաքականության մասին, ապա պետք է նշել ոչ թե 120 հզ.-ի, այլ 2020 թ.-ի 44-օրյա պատերազմից առաջ եղած թվի` շուրջ 150 հզ հայերի մասին:
Սա ոչ միայն կարևոր քաղաքական նշանակության հարց է, այլ նաև սոցիալական:
Արցախցիների բռնի տեղահանությունը սկսել է 44-օրյա պատերազմի օրերին` Հադրութի, Շուշիի, Մարտակերտի շրջաններից, իսկ նոյեմբերի 9-ի եռակողմ փաստաթղթից հետո, երբ պետք է հանձնվեր Քաշաթաղի, Շահումյանի (Քարվաճառ) և Ակնայի շրջանները, նաև այնտեղից:
44-օրյա պատերազմից մինչև 2023 թվականի սեպտեմբեր, տարբեր իրադարձություններով պայմանավորված, 35-40 հզ մարդ արդեն դուրս էր եկել Արցախից, բայց պատճառն անշուշտ նույնն էր` Ադրբեջանի ագրեսիվ քաղաքականությունը, որը Հայաստանի իշխանության հանցավոր համաձայնությամբ, Արցախի վերջնական հանձնմանը բերեց:
Կառավարության բոլոր ծրագրերը պետք է պարտադիր իրականացվի շուրջ 150 հզ.-ի, այլ ոչ թե 2023 թվականի սեպտեմբեր-հոկտեմբերին Արցախը բռնի լքած 105-110 հզ. մեր հայրենակիցների համար:
