Հայաստանի իշխանությունները հաստատում են, որ Ադրբեջանը խնդիր է տեսել Հայաստանի Սահմանադրության մեջ և պահանջում են փոխել Հայաստանի Սահմանադրությունը։
Ընդսմին, օրեր առաջ արտգործնախարար Արարատ Միրզոյանը հայտարարում էր, թե մեծ չափազանցություն է ասել, որ Հայաստան-Ադրբեջան կարգավորումն է Սահմանադրության փոփոխության պատճառը։
 
Գերմանիայում Ադրբեջանի դեսպան Նասիմ Աղաևն Իքսին միկրոբլոգում գրել էր, թե՝ «Հայաստանի տարածքային պահանջներն Ադրբեջանի դեմ ամրագրված են նաև նրա Անկախության հռչակագրում, իսկ Սահմանադրությունը պաշտոնապես հիմնված է այս հռչակագրի վրա»։ Այդ իմաստով Ադրբեջանը ցանկանում է իրավական ընթացակարգերով Հայաստանին ընդհանրապես զրկել Արցախից, ավելին՝ սեփական Սահմանադրությունը փոխելու մտադրություն Ադրբեջանը չունի։
 
1991 թվականի հոկտեմբերին ընդունված «Պետական անկախության մասին» ակտը սահմանում է, որ Ադրբեջանը ոչ թե Խորհրդային Ադրբեջանի, այլ 1918-20 թվականներին գոյություն ունեցած Ադրբեջանական դեմոկրատական հանրապետության իրավահաջորդն է։ Այս օրենքն էլ ընկած է գործող սահմանադրության հիմքում։ Այդ Ադրբեջանական դեմոկրատական հանրապետությունը սեփական քարտեզներ չի ունեցել, սակայն ադրբեջանցիների տարածած քարտեզներով Հայաստանի մեծ մասը, մի հատվածը՝ Ռուսաստանից և մի հատված էլ Վրաստանից, իբր պատկանել են նրանց, այսինքն ադրբեջանցիները չեն ցանկանում որևէ կերպ փոխել իրենց Սահմանադրությունը Հայաստանին և հարևան այլ պետություններին վտանգ չսպառնալու համար, փոխարենը պարտադրում են Հայաստանին փոխել իր սեփական Սահմանադրությունը։
