Երկրի ղեկավարության կողմից Մեդովկայի դպրոց այցի օրվա դրությամբ դպրոցի շինարարական աշխատանքներն ամբողջությամբ ավարտված չեն եղել, ավարտական ակտը ստորագրված չի եղել

«Տ-Քնսթրաքշն» ՓԲ ընկերության կողմից ՀՀ Լոռու մարզի Մեդովկա համայնքի դպրոցի կառուցման աշխատանքների մասին տեղ գտած հրապարակումներից և հայտարարություններից հետո «Տ-Քնսթրաքշն» ՓԲԸ բաժնետերերի հանձնարարությամբ վերջին 10 օրերի ընթացքում իրականացվել է ընկերության կողմից կատարված աշխատանքների համալիր ուսումնասիրություն, որի արդյունքներով հայտնում ենք հետևյալի մասին․

1. Երկրի ղեկավարության կողմից Մեդովկայի դպրոց այցի օրվա դրությամբ դպրոցի շինարարական աշխատանքներն ամբողջությամբ ավարտված չեն եղել, ավարտական ակտը ստորագրված չի եղել։ Իրականացված ուսումնասիրության արդյունքում ի հայտ են եկել դեռևս շահագործման չհանձնված շինություններին բնորոշ ոչ էական թերություններ։ Ներկայում «Տ-Քնսթրաքշն» ՓԲԸ կողմից իրականացվում է թերությունների վերացման գործընթացը, ի հայտ եկած թերությունների մեծ մասն արդեն վերացված է։ Գույքագրված բոլոր թերությունների շտկման համար ծախսվելիք գումարը կազմում է մոտ 3 միլիոն ՀՀ դրամ։ Միևնույն ժամանակ, ուսումնասիրության արդյունքում պարզվել է, որ պատվիրատուի ներկայացուցիչների խնդրանքով «Տ-Քնսթրաքշն» ՓԲԸ սեփական միջոցներով կատարվել են  պայմանագրային արժեքի մեջ չմտնող լրացուցիչ աշխատանքներ, որի նախահաշվային արժեքը, ներկայիս գնահատմամբ, կազմում է ավելի քան 100 միլիոն ՀՀ դրամ, ինչը մոտ 30 անգամ ավել է արձանագրված թերությունների շտկման համար պահանջվող գումարից։ Ակհայտ է, որ «Տ-Քնսթրաքշն» ՓԲԸ կողմից ոչ միայն չեն կատարվել անհարկի խնայողություններ, այլև ընկերությունն իր սեփական միջոցների հաշվին կատարել է մեծածավալ՝ շուրջ 100 մլն դրամի շինարարական աշխատանքներ։

2. Դպրոցի շինարարության ընթացքում պատվիրատուն երկու անգամ կատարել է նախագծի փոփոխություն։ Արդյունքում «Տ-Քնսթրաքշն» ՓԲ ընկերությունը Մեդովկա համայնքի միջնակարգ դպրոցի կառուցման արդյունքներով որևէ շահույթ չի ստացել և չի ստանալու։ Ներկայիս գնահատմամբ, նշված պայմանագրով ընկերության հարկային վնասը կազմում է 95 միլիոն 615 հազար 804 ՀՀ դրամ: Տվյալ փաստի իսկությունը կարելի է պարզել՝ անցկացնելով համապատասխան հարկային ուսումնասիրություն կամ ստուգում։

3. Անդրադառնալով դպրոցներում տեղադրված կահավորանքի /կախիչներ, բասկետբոլի վահանակ՝ իր ցանցով, ֆուտբոլի դարպաս՝` իր ցանցով/ որակական հատկանիշներին՝ հարկ է ընդգծել, որ դպրոցի կահավորման պատասխանատուն եղել է ԿԳՄՍ նախարարությունը, կահույքը հիմնականում տրամադրվել է ԿԳՄՍ նախարարության կողմից, իսկ կահույքի այն մասը, որը ձեռք է բերվել «Տ-Քնսթրաքշն» ՓԲ ընկերության կողմից, համապատասխանել է ԿԳՄՍ նախարարության կողմից տրամադրված կահույքի որակական չափանիշներին:

Ամփոփելով վերը շարադրածը՝ հարկ է արձանագրել, որ Մեդովկայում իրեն վստահված դպրոցի կառուցման շրջանակում «Տ-Քնսթրաքշն» ՓԲ ընկերությունը ոչ թե անհարկի խնայողությունների միջոցով փորձել է ինչ-որ գումարներ վաստակել, այլ իր սեփական միջոցներն է բերել և ներդրել դպրոցի կառուցման և կահավորման համար:
