Օրենք են մշակում՝ մամուլի դեմ

Հայաստանի գործող իշխանությունները մամուլի և տեղեկատվության միջոցների, ինչպես նաև սոցիալական ցանցերի վերահսկողության նոր օրինագիծ են մշակում։ Երեկ վարչապետի աշխատակազմի ղեկավար Արայիկ Հարությունյանի գլխավորությամբ տեղի է ունեցել քննարկում՝ նվիրված բաց կառավարման գործընկերության նախաձեռնության շրջանակներում մշակված տեղեկատվության ազատության և հանրային տեղեկությունների մասին ՀՀ օրենքի նախագծի շուրջ։ Քննարկմանը՝ ըստ պաշտոնական հաղորդագրության, մասնակցել են պետական կառավարման համակարգի շահագրգիռ մարմինների և քաղաքացիական հասարակության կազմակերպությունների ներկայացուցիչները։ Ծավալվել է մտքերի շահագրգիռ փոխանակություն, ներակայացվել է նախագծով առաջարկվող փոփոխությունները և դրանց նպատակները։
Մի կողմ թողնենք այն հանգամանքը, որ թե՛ իշխանությունը և թե՛ այդ «քաղհասարակության ներկայացուցիչները» հասարակությունից գաղտնի են պահում օրենքի իրական նպատակները և առաջարկվող դրույթները։ ՔՊ-ում մեր աղբյուրների փոխանցմամբ՝ իշխանությունները ցանկանում են լիակատար վերահսկողություն հաստատել մամուլի, նրա ֆինանսավորման միջոցների, ինչպես նաև սոցցանցերի վրա։ Մասնավորապես, Փաշինյանին 2018 թվականի իշխանափոխությունից հետո հանգիստ չեն տալիս հակաիշխանական ֆեյքերը, որոնք բավական տեղեկությունների են տիրապետում և կարողանում են փչացնել վարչապետի և այլ իշխանավորների քունը։
Գործող իշխանությունները բազմիցս քայլեր են ձեռնարկել մամուլն ու սոցցանցերը վերահսկելու, սակայն միայն այժմ, այսպես կոչված սորոսական կազմակերպությունների աջակցությամբ ձեռնամուխ են եղել օրենքի մշակմանը, ինչից հետո արդեն նրանց ձեռքերն ամբողջությամբ բաց կլինի, իսկ մեր աղբյուրի փոխանցմամբ՝ մտադիր են նաև հատուկ պետական գործակալություն կամ այլ նման մարմին ստեղծել մամուլի և սոցցանցային հրապարակումները գրաքննության ենթարկելու, անհրաժեշտության դեպքում պատժամիջոցներ կիրառելու, ընդհուպ մինչև դրանց փակումը։
