Փաշինյանի «ականը»՝ պետականության հիմքերի տակ

Գործող վարչախումբը պոպուլիզմի հերթական ալիքն է բարձրացրել՝ հանրությանը համոզելով սահմանադրական փոփոխությունների անհրաժեշտության մեջ, մինչդեռ իրավիճակը շատ ավելի վտանգավոր է, քան կարելի է պատկերացնել առաջին հայացքից։
Երեկ այցելելով Արդարադատության նախարարություն՝ վարչապետի պաշտոնը զբաղեցնող Նիկոլ Փաշինյանը հայտարարել էր, թե Հայաստանը ոչ թե սահմանադրական փոփոխությունների, այլ նոր Սահմանադրության կարիք ունի, ընդ որում Փաշինյանը կրկին հայտարարել էր, թե խորհրդարանական կառավարման մոդելի փոփոխություն չի ակնկալվում, այդ մոդելն իրեն արդարացրել է։
Առաջին հայացքից կարող է բավականին հետաքրիր ու ուշագրավ թվալ նոր սահմանադրության, կամ սահմանադրական փոփոխությունների առաջարկը, մինչդեռ խնդիրը շատ ավելի խորքային և վտանգավոր է, ընդհուպ առնչվում է արտաքին հարաբերություններին և Հայաստանի նկատմամբ թուրք-ադրբեջանական ճնշումներին։
Դեռևս դեկտեմբերի 6-ին Ադրբեջանի նախագահ Իլհամ Ալիևը հայտարարում է, թե Բաքուն Երևանից երաշխիքներ է ակնկալում, որ հայկական ռևանշիզմն ապագայում գլուխ չի բարձրացնելու։
Ադրբեջանը, ըստ քաղաքագետ Տիգրան Գրիգորյանի, պահանջում է, որ Հայաստանը փոփոխի իր պետականության հիմքում դրված նորմատիվ իրավական բազան։ Հայտնի ադրբեջանցի փորձագետ Ռուսիֆ Հուսեյնովը գերմանական ամսագրերից մեկում հրապարակած իր հոդվածում նշում էր, թե Հայաստանի օրենսդրությունը դեռևս ներառում է տարածքային պահանջներ Ադրբեջանի նկատմամբ, իսկ նորմատիվ իրավական փաստաթղթերը, ինչպիսին է 90 թվականի սեպտեմբերի 21-ին ընդունված Հայաստանի անկախության հռչակագիրը, հղում են անում Հայաստանի և Լեռնային Ղարաբաղի միավորման մասին 89 թվականի համատեղ որոշմանը։ Այս իրավական ֆոնն անհանգստություն է առաջացնում Ադրբեջանում, որտեղ կանխատեսվում են այնպիսի սցենարներ, որոնց դեպքում Հայաստանի սահմանադրական դատարանը կարող է մերժել Խաղաղության պայմանագիրը, կամ հետագայում իշխանափոխությունը կարող է վերհանել տարածքային պահանջները։ Թերևս հենց սա է իրական պատճառը, թե ինչու է Փաշինյանը որոշել նոր Սահմանադրություն գրել։ Այս կերպ Փաշինյանը վերջնականապես փակելու է Արցախի էջը։
