«Փաստ» օրաթերթը գրում է.

Ֆինանսների նախարարությունը հանրային քննարկման է ներկայացրել նախագիծ, որով առաջարկում է փոփոխություններ և լրացումներ կատարել Հարկային օրենսգրքում: Ակնկալվում է կրճատել հարկման ընդհանուր համակարգում առկա հարկային բեռի և շրջանառության հարկի համակարգի հարկային բեռի միջև տարբերությունը, սահմանել փաստաթղթավորված ծախսերի հիման վրա հարկի նվազեցման միասնական մոտեցում, բարձրացնել հարկման տարբեր համակարգերում գործարքների փաստաթղթավորման մակարդակները, ինչպես նաև սահմանափակել գործունեության որոշ տեսակների հարկումը շրջանառության հարկի կամ միկրոձեռնարկատիրության հարկման համակարգերում: Նախագծի ընդունմամբ պետբյուջեի եկամուտների տարեկան աճը շրջանառության հարկի գծով գնահատվում է շուրջ 17,8 մլրդ դրամ:

Նախագծով առաջարկվում է վերանայել գործունեության հիմնական տեսակների (առևտրական, արտադրական, հանրային սննդի ոլորտում իրականացվող և այլ գործունեություններ) համար սահմանված շրջանառության հարկի դրույքաչափերը՝ միաժամանակ ընձեռելով փաստաթղթերով հիմնավորված ծախսերի միջոցով վճարման ենթակա հարկի նվազեցման հնարավորություն: Առաջարկվում է սահմանել ներկայում գործող նվազագույն կամ հաստատուն դրույքաչափերից ցածր դրույքաչափեր, որոնց պարագայում փաստաթղթավորման պատշաճ մակարդակ ունեցող տնտեսվարող սուբյեկտների համար հարկային բեռը կարող է նվազել:

Հաջորդիվ առաջարկվում է գործունեության վերոնշյալ տեսակների համար սահմանել փաստաթղթավորված ծախսերի միջոցով վճարման ենթակա հարկի նվազեցման հնարավորության միասնական մոտեցում, հաշվարկային փաստաթղթերով և հաշվարկային փաստաթուղթ չհամարվող այլ փաստաթղթերով հիմնավորված մի շարք ծախսերի, ինչպես նաև ներմուծված ապրանքների արժեքի, հարկերի և մաքսատուրքի գծով ծախսերի միջոցով վճարման ենթակա հարկի նվազեցման հնարավորություն: Ընդլայնել միկրոձեռնարկատիրության և շրջանառության հարկով հարկման համակարգերում հարկվելու առումով արգելված գործունեության տեսակների շրջանակը:

Մասնավորաբար, առաջարկվում է սահմանափակել շրջանառության հարկի համակարգում նոտարական, փաստաբանական և վիճակախաղերի կազմակերպման գործունեությամբ զբաղվելու հնարավորությունը, միկրոձեռնարկատիրության հարկման համակարգում անշարժ գույքի առքուվաճառքի և կամ վարձակալությամբ տրամադրման միջնորդական, վարսավիրական, մարմնի խնամքի, ավտոտեխսպասարկման ծառայությունների մատուցման, ծրագրային ապահովման մշակման և շինարարական աշխատանքների կատարման, անշարժ գույքի գնահատման և չափագրման, սաունաների, բաղնիքների և շոգեբաղնիքների կազմակերպման գործունեության տեսակներով զբաղվող հարկ վճարողների գործունեությունը:
