Ռուսաստանի արտգործնախարար Սերգեյ Լավրովի հայտարարությունները հերթական դեղին քարտն են Հայաստանի իշխանություններին, ընդ որում Լավրովը մի ամբողջ շարք հայտարարություններ է արել՝ քննադատություն հնչեցնելով Հայաստանի իշխանությունների հասցեին։ Մասնավորապես Լավրովը հերթական անգամ Հայաստանին մեղադրել է նոյեմբերի 9-ի հայտարարության պահանջները չկատարելու մեջ։ Նշելով, որ այդ հայտարարության մեջ Զանգեզուրի միջանցք չկա, իսկ հաղորդակցությունները լինելու են երկու երկրների իշխանության և իրավազորության պայմաններում, Լավրովը հիշեցրել է հայտարարության 9-րդ կետը, որտեղ նշված է, թե Ադրբեջանից Նախիջևան տարանցման անվտանգությունն ապահովելու են Ռուսաստանի ԱԴԾ ստորաբաժանումները։

Քննադատության թիրախում եղել է նաև Արևմուտքը։ Ըստ Ռուսաստանի արտգործնախարարի՝ Արևմուտքը չի ցանկանում թուլյ տալ Մոսկվայի միջնորդությամբ Երևանի և Բաքվի միջև ձեռք բերված պայմանավորվածությունների իրականացումը, ավելին Ադրբեջանը պատրաստ է Խաղաղության համաձայնագիրը կնքել Ռուսաստանի տարածքում, սակայն Երևանի դիրքորոշումը պարզ չէ, չնայած համապատասխան ազդանշանները վաղուց ուղղարկվել էին Երևան։ Փաստացի, Ռուսաստանի արտգործնախարարը կեղծիքի մեջ է մեղադրում Հայաստանի իշխանություններին, որոնք պարբերաբար հայտարարում են Խաղաղության պայմանագիր իրենց ստորագրելու պատրաստակամության մասին։
Հայտարարելը հայտարարում են, բայց ցանկանում են անել բացառապես արևմտյան հարթակի միջոցով։ Ակնհայտ էր, որ Լավրովին տրված բոլոր հարցերը նախապես համաձայնեցվել և հանձնարարվել են, ինչը վկայում է, որ Ռուսաստանի արտգործնախարարը մանրամասն պատրաստվել էր Հայաստանի հասցեին քննադատություններին։

Առաջին անգամը չէ, որ Լավրովը նման քննադատություններ է հնչեցրել, սակայն չափազանց կոշտ և վտանգավոր դիտարկումներ է արել, ինչից Հայաստանի իշխանությունները գոնե պետք է զգաստանան և նոր արկածախնդրությունների չտանեն Հայաստանը։
