Գործող իշխանությունները վերացրեց վաստակավոր և ժողովրդական կոչումները, համապատասխան օրինագիծը երեկ ընդունվել է Ազգային ժողովում, և այսուհետ այլևս նման կոչումներ չեն շնորհելու։

Դրանից հետո փաշինյանական իշխանությունը նույն տրամաբանությամբ շարունակելու է Խորհրդային Հայաստանի և Անկախ Հայաստանի առաջին տարիների անցյալից ձերբազատվելու քայլերը։

Այդ մոլուցքով տարված՝ Նիկոլ Փաշինյանն արդեն հրահանգել է թիմակիցներին հաջորդ քայլով վերացնել տարբեր ստեղծագործական միությունների արտոնությունները, դրանք տարիներ շարունակ ֆինանսավորվել են պետությունից։ 

Գրողների, նկարիչների, կոմպոզիտորների, այլ ստեղծագործական միություններ, որ ոչ միայն գումարներ են ստացել պետական բյուջեից, այլ նաև բավականին լուրջ անշարժ գույքի և արտոնությունների են տիրապետում։ Նման քայլով գործող իշխանությունը միանգամից մի քանի հարց է լուծում։

Առաջին հերթին յուրացնելու են ստեղծագործական միությունների ունեցած ակտիվները, իսկ որոշ ստեղծագործական միություններ նաև հանգստյան տներ, անշարժ գույքերի են տիրապետում, այդ միությունները ցրելուց նրանց պետական կարգավիճակից զրկելուց հետո, անշարժ գույքն ամբողջությամբ անցնելու է պետական գույքի կառավարման վարչության ներքո։

 «Քաղաքացիական պայմանագրի» պատգամավորներին նույնիսկ պատրաստում են համապատասխան բանավեճերի, որպեսզի հայտարարեն, թե ինչո՞ւ պիտի մի միության ֆինանսավորել մեկ այլ միությանը՝ ոչ։ Այդ նպատակով առաջարկվելիք փոփոխություններով թույլատրելու են ցանկացած ոլորտի համար բազմաթիվ միություններ ստեղծել, որոնք նախ մրցակցելու են իրար հետ, ապա և թուլացնելու են ընդհանրապես, առանց այն էլ թուլացած մտավորականության և ստեղծագործողների հավակնությունները։

Այս քայլը նաև կարևոր է քաղաքական իմաստով։ Միություններին զրկելու են քաղաքական կշռից, շատ միություններում կան մարդիկ, անգամ ղեկավարում են, որոնք աչքով աչք չունեն գործող վարչախմբի հետ և նրանց կողմից տարածվող հայտարարությունները որոշակի ազդեցություն ունեն այս պահին, իսկ առաջիկայում նրանց ընդհանրապես զրկելու են քաղաքական խոսք ասելու հնարավորությունից։
