«Փաստ» օրաթերթը գրում է.

Աշխատանքի և սոցիալական հարցերի նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել կառավարության 2015 թ. դեկտեմբերի 29-ի N 1566-Ն որոշման մեջ: ««Պետական նպաստների մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին» ՀՕ-327-Ն օրենքով հստակեցվել են 2023 թ. հունվարի 1-ին և դրանից հետո ծնված երեխայի խնամքի կապակցությամբ խնամքի նպաստ նշանակելու համար դիմելու ժամկետները: Ծնողը կարող է դիմել երեխայի 70 օրականը լրանալուց հետո: Նպաստը նշանակվում է երեխայի 70 օրականը լրանալու ամսվան հաջորդող ամսվա 1-ից (բայց խնամքի նպաստի իրավունք ձեռք բերելու ամսվա 1-ից ոչ շուտ), եթե դիմումն ու անհրաժեշտ փաստաթղթերը ներկայացվել են երեխայի 70 օրականը լրանալու ամսվան հաջորդող տասներկու ամսվա ընթացքում։ '

Ներկայացված նախագծի համաձայն, առաջարկվում է հստակեցնել, որ եթե երեխան ունի առանց ծնողական խնամքի մնացած երեխայի կարգավիճակ, ապա, անկախ այդ հանգամանքից, նպաստ նշանակելը մերժելու հիմք չէ, եթե այդ երեխայի խնամքի համար նպաստը նշանակվելու է խնամակալին: Բացի այդ, իրավակիրառ պրակտիկայում խնդիրներ են առաջացել Լեռնային Ղարաբաղից բռնի տեղահանված անձանց խնամքի նպաստի նշանակման գործընթացում ընդհանուր մոտեցում կիրառելու տեսակետից։ Գործող կարգավորումների համաձայն՝ փախստական ճանաչված անձին խնամքի նպաստը նշանակվում է 2023 թ. հոկտեմբերի 1-ից ոչ շուտ։

Ըստ նախարարության, առկա են բազմաթիվ դեպքեր, երբ բնակչության պետական ռեգիստրում անձի վերջին հաշվառումը Լեռնային Ղարաբաղում է, սակայն նա կառավարության 2023 թ. հոկտեմբերի 26-ի N 1864-Ն որոշմամբ փախստական չի ճանաչվել: Անձին, որի տվյալներն առկա են կառավարության 2023 թ. նոյեմբերի 30-ի N 2100-Ն որոշման 3-րդ կետի 2-րդ ենթակետի համաձայն՝ ներքին գործերի նախարարությունից ստացված ցուցակում, ևս խնամքի նպաստն օրենքով նշանակվում և վճարվում է 2023 թ. հոկտեմբերի 1-ից ոչ շուտ՝ կիրառելով ժամանակավոր պաշտպանություն ստացած փախստականի համար նախատեսված նույն կանոնը:
