Գյումրու մաքսատանը մեքենաներն առաջին 3 օրը կկայանեն անվճար, դրանից հետո կվճարեն ավելի բարձր տուրք

Խորհրդարան ներկայացված օրենսդրական նախաձեռնությամբ նախատեսվում է վերանայել և բարձրացնել տրանսպորտային միջոցի՝ Գյումրու մաքսատանը (Հյուսիսային մաքսատուն-վարչություն) ավտոմեքենաների կայանելու համար պետական տուրքի դրույքաչափը, սակայն առաջին 3 օրվա ժամանակավոր պահպանության համար պետական տուրք չի գանձվի:
«Արմենպրես»-ի հաղորդմամբ՝ «Պետական տուրքի մասին» օրենքում լրացումներ կատարելու մասին օրենքի նախագիծը երկրորդ ընթերցմամբ քննարկելու համար ԱԺ-ում ներկայացրեց Պետական եկամուտների կոմիտեի նախագահ Ռուստամ Բադասյանը:
Բադասյանն ընդգծեց, որ ծանրաբեռնված աշխատանքի դեպքում, երբ ավտոմեքենաները գտնվում են Գյումրու մաքսատան տարածքում, առաջանում է իրավիճակ, երբ դժվարանում է այլ տնտեսվարողների ապրանքների մաքսազերծումը: Այսպիսով՝ առաջարկում են ապրանքների ժամանակավոր պահպանության համար գանձվող պետական տուրքի դրույքաչափերը բարձրացնելով այնպիսի իրավիճակ ունենալ, որ մաքսատունը չծանրաբեռնվի, և այլ տնտեսվարողներ չունենան ժամանակային և ֆինանսական ռեսուրսների կորուստ:
Նախագծով ի սկզբանե առաջարկվում էր 1 օրում մաքսազերծելու դեպքում ընդհանրապես պետական տուրք չգանձել: Առաջինից երկրորդ ընթերցմամբ քննարկման ընթացքում նախագծում փոփոխություն է կատարվել:
«3 օրվա ընթացքում պետական տուրք չի գանձվի: Ներկայիս 1600 դրամի փոխարեն տնտեսվարողներն առհասարակ պետական տուրք չեն վճարի: Նախագիծը հետապնդում է ոչ թե ֆիսկալ, պետական բյուջեի եկամուտներն ավելացնելու նպատակ, այլ՝ ընդամենը մյուս տնտեսվարողների համար խնդիրներ չառաջացնելու»,-ասաց Բադասյանը:
Օրենքն ընդունվելու դեպքում ուժի մեջ կմտնի 6 ամիս անց: Ի տարբերություն նախագիծը մշակելու ժամանակահատվածի, այս պահին Գյումրու մաքսատունն այնքան ծանրաբեռնված չէ, որ օրենքը հրատապ մտնի ուժի մեջ:
«Այս նախագծի նպատակն, ըստ էության, մեր երկրի մաքսային տարածքը չվերածել ավտոկայանատեղիի, այն չունի ֆիսկալ նպատակ: Դրա լավագույն ապացույցը կլինի այն, որ 3 օր մաքսային տարածքում մարդիկ անվճար կայանեն, քանի որ դա այն ողջամիտ ժամանակահատվածն է, որի ընթացքում մարդը կարող է մաքսազերծում անել: Իսկ 3 օրից ավելին արդեն ակնհայտորեն օրենսդիրի կամքը չարաշահել ու պետության մաքսային տարածքը որպես ավտոկայանատեղի ծառայեցնել է: Եթե այդպես է, ուրեմն պետք է դրա համար վճարել»,-ասաց պատգամավոր Գևորգ Պապոյանը:
