Լրատվական կայքերից մեկը «Շուրջ 170 միլիոնի գնում Սուքիասյանի ընտանեկան բիզնեսից՝ միայն մեկ ամսում» վերտառությամբ հոդված է հրապարակել և անդրադարձել ՆԳ նախարարության կողմից գնման ընթացակարգերին։

Վերոգրյալի վերաբերյալ հայտնում ենք, որ ՆԳ նախարարությունն իր կարիքների համար ապահովագրական ծառայությունների ձեռք բերման ընթացակարգերը հայտարարում է բացառապես մրցույթային ընթացակարգով։

2023 թվականի հոկտեմբերի 12-ին ՀՀ ՆԳՆ ԳՀԾՁԲ-2023-ԱՊՊԱ/Ա-72 ծածկագրով թվով 65 «Շկոդա Սուպերբ» և թվով 75 միավոր «Շկոդա Կոդիակ» մակնիշների և ՀՀ ՆԳՆ ԳՀԾՁԲ-2023-ԱՊՊԱ/Ա-71 ծածկագրով թվով 150 միավոր «Շկոդա Օկտավիա» մակնիշի տրանսպորտային միջոցների ԿԱՍԿՈ ապահովագրության ծառայությունների ձեռք բերման գնման ընթացակարգեր են հայտարարվել գնանշման հարցման գնման ձևով (մրցույթային ընթացակարգ), որոնց բացումը տեղի է ունեցել 2023 թվականի հոկտեմբերի 20-ին։

Ընթացկարգերին հայտ է ներկայացրել «Սիլ Ինշուրանս» ԱՓԲԸ-ն, սակայն ընթացակարգերը համարվել են չկայացած՝ բարձր գնային առաջարկ ներկայացնելու համար։ Այնուհետև, հիմք ընդունելով «Գնումների մասին» ՀՀ օրենքի 23-րդ հոդվածի 1-ին մասի 2-րդ ենթակետը՝ այն է՝ արտակարգ կամ չնախատեսված այլ իրավիճակի առաջացման հետևանքով ծագել է գնման անհետաձգելի պահանջ և, արտակարգ կամ չնախատեսված այլ իրավիճակից ելնելով, գնման այլ ձևերի կիրառումը ժամկետի առումով անհնար է, պայմանով, որ նման պահանջը հնարավոր չէր օբյեկտիվորեն կանխատեսել. 25 հոկտեմբերի 2023 թվականին ՀՀ ՆԳՆ ՀՄԱԾՁԲ-2023-ԱՊՊԱ/Ա-75 և ՀՀ ՆԳՆ ՀՄԱԾՁԲ-2023-ԱՊՊԱ/Ա-76 ծածկագրերով կրկին ընթակարգեր են հայտարարվել հրատապ մեկ անձ գնման ձևով (մրցույթային ընթացակարգ), որոնց հայտերի բացման վերջնաժամկետն է սահմանվել 27 հոկտեմբերի 2023 թվականը։

Ընթացակարգերին հայտ է ներկայացրել «Սիլ Ինշուրանս» ԱՓԲԸ-ն, որի հետ էլ 2023 թվականի նոյեմբերի 9-ին կնքվել է համապատասխանաբար՝ 108 735 600 ՀՀ դրամ ընդհանուր գումարով թվով 65 «Շկոդա Սուպերբ» և թվով 75 միավոր «Շկոդա Կոդիակ» մակնիշների և 64 977 500 ՀՀ դրամ ընդհանուր գումարով թվով 150 միավոր «Շկոդա Օկտավիա» մակնիշի ԿԱՍԿՈ ապահովագրության ծառայությունների պայմանագրեր։ Ընթացակարգերը կազմակերպվել են «Գնումների մասին» ՀՀ օրենքի 15-րդ հոդվածի 6-րդ մասի համաձայն (պայմանով, որ ֆինանսական միջոցներ նախատեսվելուց հետո կկնքվի լրացուցիչ համաձայնագիր), ուստի 2023 թվականի դեկտեմբերի 20-ին հատկացվել են ֆինանսական միջոցներ, ինչի արդյունքում «Սիլ Ինշուրանս» ԱՓԲԸ-ի հետ կնքվել է ֆինանսական միջոցների հաստատման թիվ 1 համաձայնագրերը։

Հավելենք նաև, որ ՀՀ ՆԳՆ կարիքների համար 2024 թվականին հայտարարված այլ տրանսպորտային միոջոցների ապահովագրական ծառայությունների ձեռք բերման ընթացակարգերին հայտ է ներկայացրել ոչ միայն «Սիլ Ինշուրանս» ԱՓԲԸ-ն, այլ նաև «ԷՖԵՍ» ԱՓԲԸ-ն։ Հայտերի գնահատման արդյունքում «ԷՖԵՍ» ԱՓԲԸ-ն ճանաչվել է ընտրված մասնակից, որի հետ կնքվելու են ԿԱՍԿՈ ապահովագրության ծառայությունների պայմանագրեր։
