Դեկտեմբերի վերջին Արցախի Հանրապետության նախագահ Սամվել Շահրամանյանը կառավարության անդամների և պատգամավորների հետ խորհրդակցության ժամանակ հայտարարել է, որ Արցախի լուծարման որևէ փաստաթուղթ իրավական դաշտում գոյություն չունի, ինչը թույլ է տալիս ենթադրել, որ Արցախի լուծարման փաստաթուղթը չեղարկված է։ Այս մասին Tert.am-ի հետ զրույցում ասաց ԱՀ ԱԺ «Արդարություն» խմբակցության ղեկավար Դավիթ Գալստյանը։

«Երբ Սամվել Շահրամանյանը նման արտահայտություն է անում, որ իրավական դաշտում գոյություն չունի փաստաթուղթ, որով Արցախը լուծարվում է, սա հիմք է մտածելու, որ այո՛, այսպես կոչված այդ փաստաթուղթն այլևս գոյություն չունի, չեղակված է, և Արցախի Հանրապետությունը գոյություն ունի և գործում է՝ անկախ այդ թղթից»,- ենթադրում է արցախցի պատգամավորը։

Դավիթ Գալստյան Շահրամանյանի հրավիրած խորհրդակցությանը ներկա է եղել, Արցախը լուծարելու որոշմումը չեղարկելու ենթադրյալ փաստաթուղթը չի տեսել, բայց պնդում է, որ Արցախը չի լուծարվել։

«Մենք հենց առաջին օրվանից էլ ասում էինք, որ այդ փաստաթուղթը հիմք չէ Արցախի և պետական ինստիտուտների լուծարկմանը։ Ինչ- որ մարդիկ դա ներկայացնում էին որպես փաստաթուղթ և, հիմք ընդունելով ասում էին, որ Արցախն այլևս գոյություն չունի։ Ի դժբախտություն այդ մարդկանց՝ Արցախի Հանրապետությունը գործում է»,- ընդգծեց նա։

Նշենք, որ, ըստ մամուլի տեղեկությունների, Արցախի Հանրապետության նախագահ Սամվել Շահրամանյանը Արցախի լուծարման հրամանագիրը չեղարկելու որոշում է ստորագրել։ Ըստ լրատվամիջոցի՝ որոշումը ստորագրվել է դեկտեմբերի 10-ին, իսկ պատճենն ուղարկվել Հայաստանի վարչապետ Նիկոլ Փաշինյանին։

Tert.am-ը վարչապետի խոսնակ Նազելի Բաղդասարյանին փորձեց ճշտել՝ արդյոք Նիկոլ Փաշինյանը ստացել է Շահրամանյանի՝ Արցախի լուծարման ենթադրյալ հրամանագիրը չեղարկելու որոշումը։ Փաշինյանի խոսնակը խոստացավ հարցի վերաբերյալ ավելի ուշ տեղեկություն հայտնել։

Հիշեցնենք, որ նախորդ տարվա սեպտեմբերի 28-ին՝ Ադրբեջանի ռազմական հարձակումից օրեր անց, Սամվել Շահրամանյանը հանդիպումներ ունեցավ ադրբեջանական կողմի հետ և հայտարարություն տարածեց, թե հրամանագիր է ստորագրել, համաձայն որի՝ 2024-ի հունվարի 1-ից Արցախի Հանրապետությունը կդադարեցնի իր գոյությունը, այդ թվում՝ մինչև հունվարի 1-ը կլուծարվեն նաև պետական բոլոր կառույցները։

Անցյալ տարվա վերջին Արցախի տեղեկատվական շտաբն էլ հաղորդել էր, որ Սամվել Շահրամանյանը հանդիպել էր հասարակական հիմունքներով աշխատող պաշտոնյաների հետ, քննարկել արցախցիները խնդիրները։

Անդրադառնալով Արցախը լուծարելու մասին իր ստորագրած հրամանագրին՝ Շահրամանյանն ընդգծել էր, թե Արցախի իրավական դաշտում գոյություն չունի փաստաթուղթ, որով նախատեսվում է լուծարել պետական ինստիտուտները:
