Ոստիկանները Իսպանիայից ՀՀ են տեղափոխել 22 տարի առաջ կատարած ծանր հանցագործությունների համար հետախուզվողին

ՀՀ ոստիկանության քրեական հետախուզության գլխավոր վարչության և ՀՀ-ում Ինտերպոլի ԱԿԲ ծառայողների համատեղ օպերատիվ խումբը Մադրիդ-Մոսկվա-Երևան չվերթի ինքնաթիռով Հայաստան է տեղափոխել 1975 թ. ծնված Արման Հովհաննիսյանը, ում նկատմամբ 1994 թվականի օգոստոսի 11-ին ոստիկանության Մաշտոցի բաժնի կողմից հետախուզում էր հայտարարվել՝ ՀՀ քր. օր.-ի 34-104 հոդվածի 2-րդ մ ասի 10-րդ կետի և 176 հոդվածի 2-րդ մասի 4-րդ կետի հատկանիշներով նախատեսված հանցագործություններ կատարելու համար՝ սպանության փորձ, որը կատարվել է խուլիգանական դրդումներով և կողոպուտ, որը զուգորդվել է կյանքի կամ առողջության համար ոչ վտանգավոր բռնություն գործադրելով կամ դա գործադրելու սպառնալիքով։ Այս մասին տեղեկացանք ՀՀ ոստիկանության կայքից, ըստ որի՝ Արման Հովհաննիսյանի նկատմամբ 2000 թվականի փետրվարի 28-ին հայտարարվել է միջազգային հ ետախուզում։
Հովհաննիսյանին հայտնաբերելու ուղղությամբ ձեռնարկվել են մի շարք անհրաժեշտ միջոցառումներ, որոնք տևական ժամանակ դրական արդյունք չէին տալիս։ 2009թ.-ին ՀՀ-ում Ինտերպոլի ԱԿԲ-ում օպերատիվ տեղեկություններ էին ստացվել, որ Արման Հովհաննիսյանը Իսպանիայում սպանության փորձ և կողոպուտ կատարելու համար այդ երկրում դատապարտվել էր այլ անձի տվյալներով։
ՀՀ-ում Ինտերպոլի ԱԿԲ-ի, ՀՀ ոստիկանության քրեական հետախուզության գլխավոր վարչության և Իսպանիայում Ինտերպոլի ԱԿԲ-ի հետ համատեղ ձեռնարկվել էին լայնածավալ միջոցառումներ՝ Հովհաննիսյանին հայտնաբերելու ուղղությամբ։
Ծավալուն միջոցառումներն, ի վերջո, տվել էին ցանկալի արդյունքը և միջնորդություն էր ներկայացվել Իսպանիայի Թագավորության իրավասու մարմնին՝ նրան էքստրադիցիայի ենթարկելու վերաբերյալ։ Պարզվել է, որ Իսպանիայի դատական մարմնի որոշմամբ՝ Հովհաննիսյանի պատժի կրման ժամկետը լրանում է 2021 թվականին։
Չնայած այն հանգամանքին, որ Հովհաննիսյանի կողմից ՀՀ-ում կատարված առանձնապես ծանր հանցագործություններից անցել էր 22 տարի և հետախուզվողը գտնվում էր արտերկրում այլ անձի անձնական տվյալներով, Ինտերպոլի ուղիներով ՀՀ իրավապահ մարմինների հետ ձեռնարկված միջոցառումների արդյունքում հնարավոր դարձավ ապահովել պատժի անխուսափելիության սկզբունքի իրագործումը և 2016 թվականի հունվարի 15-ին ՀՀ ոստիկանության քրեական հետախուզության գլխավոր վարչության և ՀՀ-ում Ինտերպոլի ԱԿԲ ծառայողների համատեղ օպերատիվ խմբի կողմից Մադրիդ-Մոսկվա-Երևան չվերթի ինքնաթիռով Հովհաննսիյանը տեղափոխվեց Հայաստան։
