Արցախը լուծարված չէ

Հունվարի 1-ն անցավ. Արցախի Հանրապետությունը լուծարվե՞ց, թե ոչ:
Հիշեցնենք, Արցախի նախագահ Սամվել Շահրամանյանը 2023թ. սեպտեմբերի 19-ից հետո ստեղծված իրավիճակից բխող գործողությունների մասին հրամանագիր է ստորագրել, որով մինչև 2024 թ․ հունվարի 1-ը պետք էր լուծարել գերատեսչական ենթակայության բոլոր պետական հիմնարկներն ու կազմակերպությունները, ըստ այդմ՝ Լեռնային Ղարաբաղի Հանրապետությունը (Արցախ) դադարում էր գոյություն ունենալ։
Ի՞նչ փոխվեց հունվարի 1-ից հետո․ այս հարցի շուրջ MediaHub-ը զրուցեց Արցախի ԱԺ պատգամավոր Մետաքսե Հակոբյանի հետ։
«Հունվարի 1-ից հետո չենք հանդիպել պարոն Շահրամանյանի հետ, բայց մինչև այդ եղել է հանդիպում հենց այդ կապակցությամբ՝ ճշտելու՝ ի վերջո գոյություն ունի որևէ հրամանագիր, և ի վերջո որևէ քայլեր պատրաստվո՞ւմ է անել պարոն Շահրամանյանը, թե ոչ։ Քննարկում է եղել, մեկ անգամ ևս վերահաստատվել է այն, որ հրամանագիր, որպես այդպիսին, որևէ մեկը չի կարող փաստել, ցանկացած հրամանագիր ուժի մեջ է մտնում հրապարակման պահին, իսկ նման հրամանագիր չի հրապարակվել»,- ասաց Հակոբյանը։
Ըստ Արցախի ԱԺ պատգամավորի` լրատվամիջոցները ինչ-որ բովանդակությամբ տեքստ են հրապարակել, բայց այն չի եղել պաշտոնական հրամանագիր։ Նա նշեց, որ խոսել մի բանի մասին, որն ուղղակի չկա, դրա կարիքը ունեն իշխանությունները և իրենք անընդհատ ճնշում են գործադրում, որ պետք է անպայման չեղարկվի մի հրամանագիր, որը չկա, «դրանով սպասարկում են ադրբեջանական շահը, ճնշումը և պահանջը»։
«Եթե խոսվում է չեղարկող հրամանագրի մասին, ապա ստացվում է, որ հաստատվում է այնպիսի հրամանագիր, որը չկա։ Մենք ընդհանրապես հետաքրքրված էլ չենք խոսել դրա մասին։ Արցախի Հանրապետությունը, նույնիսկ եթե հրամանագիր լիներ, չէր կարող լուծարվել, քանի որ որևէ մեկը իրավական ուժ չունի։ Ըստ Արցախի Հանրապետության սահմանադրության՝ չի կարող երկրի նախագահը կամ որևէ այլ անձ լուծարել Արցախի Հանրապետությունը»,- նշեց Մետաքսե Հակոբյանը:
Ինչ վերաբերում է մեր հարցին, որ եթե Արցախը չի լուծարվել, պետական ինստիտուտները շարունակում են գործել, ապա ե՞րբ է տեղի ունենալու Արցախի ԱԺ նիստը, Հակոբյանն ասաց, որ այս պահին որևէ հստակ բան ասել չի կարող: Եվ եզրափակեց, որ «համաձայն չէ այս լռության հետ, բայց Արցախի պետական ինստիտուտները շարունակում են գործել, Արցախի ԱԺ-ն շարունակում է աշխատել»։
